General Description

The City of Albany Public Works Engineering Department is hiring for three Civil Engineers. Applications will be reviewed weekly.

Civil Engineer I: This position provides engineering services with sufficient supervision to develop water, sewer, street, storm drainage, and other public works projects and programs ensuring technical competence and compliance with all current codes and criteria; may serve as a project manager. Assists in planning and management of the design and construction of City public works projects; reviews private development plans for public improvements; administers City and outside agency contracts and project budgets associated with contracted and consulted work; and performs related duties as assigned.

Civil Engineer II: This position performs a full range of civil engineering tasks and is responsible for implementing City policies, standards, and procedures related to design and construction of water, sewer, transportation, and stormwater utility systems. Implementation also includes guidance and coordination of other City staff, consultants, and contractors working on capital and private development projects and programs. The position assists in planning and management of complex City public improvement projects and municipal programs; as part of a development review team, reviews public improvements proposed by private developers; and performs related duties as assigned.

Civil Engineer III: This engineering position performs a full range of civil engineering tasks and is responsible for implementing City policies, standards, and procedures related to design and construction of water, sewer, transportation, and stormwater utility systems. Implementation also includes guidance and coordination of other City staff, consultants, and contractors working on capital and private development projects and programs. The position is responsible for ensuring technical competence of final work products, development and coordination of project teams and management of project and program schedules and budgets.

The general working hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.

Salary Ranges Hourly:
Civil Engineer I $31.80 - $40.61
Civil Engineer II $36.57 - $46.66
Civil Engineer III $40.91 - $52.21


Salary Information:
Effective July 1, 2024, this position will receive a cost-of-living adjustment (salary increase) of two percent (2.0%).

Essential Functions/Duties & Responsibilities

Civil Engineer I:
  1. Reviews private project development plans for compliance with codes, regulations, and standards; and adequacy of applications for permits and compliance with approved plans. Reviews private development proposals, meets with developers, and generates conditions of development that comply with codes, regulations, and standards.
  2. Determines what applicable codes, regulations, and requirements govern assigned projects.
  3. Coordinates the preparation of or develops engineering plans and specifications for the design of public works projects.
  4. Coordinates required advertising for bids, reviews construction bids, and makes necessary recommendations based on lowest and best bids of contractors, vendors, and consultants.
  5. Manages construction of public works projects regarding schedule, budget, and quality control. Oversees assigned projects to ensure contractor compliance with project specifications.
  6. Makes presentations, coordinates with other agencies and individuals, develops cost estimates, determines quantities, and performs surveying and construction staking.
  7. Prepares sanitary sewer, water, storm drainage, and street system maps, databases, facility plans, development plans, and standards.
  8. Assures accurate as-built records of construction projects, and documents necessary changes for the operation and maintenance programs.
  9. Responds to public or other inquiries, including citizen and developer inquiries, relative to engineering procedures on specific projects, conditions of development, and other inquiries of City infrastructure and requirements.
  10. Evaluates technical, financial information, and alternates related to engineering projects management, planning, design, review, surveying, permits issuance, and construction.
  11. Participates in the formation of local improvement districts for public improvements, communicates with impacted property owners to explain procedures and resolve issues and computes assessments to be levied against benefiting properties.
  12. Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.   3. Prepares work schedules for complex projects, develops budgets, and program activities of project teams.
  4. Produces contract documents and technical specifications for construction contracts. Estimates construction costs. Provide support to inspection staff during construction.
  5. Reviews land use proposals in terms of water, sewer, transportation, and stormwater requirements; drafts conditions of approval required to comply with city standards.
  6. Administers financial agreements with developers.
  7. Reviews project submittals, works with the public and property owners, acquiring additional public right-of-way as needed for projects.
  8. Works with other staff and the City's consultant on the development of long-range transportation, storm, water, and wastewater master plans.
  9. Assists in the evaluation of utility, transportation, and traffic impacts of development proposals, permits, rezones, plats, etc. Writes traffic, utility, and other studies and reports.
  10. Reviews technical and financial information for completeness, accuracy, and application of sound engineering judgment. Completes investigations, studies, and reports as required.
  11. Assumes a lead role in management of complex capital projects and/or consultant-provided engineering services. May assume a lead role in contract negotiations.
  12. Coordinates preparation of engineering drawings and specifications for complex municipal projects; evaluates alternatives, makes presentations, and coordinates with other agencies and individuals; reviews cost estimates, construction bids, and makes recommendations; oversees construction inspection; and reviews pay estimates.
  13. Leads formation of local improvement districts for complex and controversial public improvements and provides coaching and guidance for project teams in resolution of construction and public relations issues.
  14. Keeps current on issues and practices in all areas of responsibility.
  15. Answers citizens' land development questions over the telephone or at the front counter.
  16. Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. A bachelor's degree in civil engineering, or a related field

Work Environment
The work environment is primarily an office setting, with outdoor work required in the inspection of land use developments, construction sites, or municipal facilities. The trips to field locations and construction sites occur in a variety of weather, light (day or night), and terrain conditions. The noise level of the work environment varies from quiet to moderate. The fieldwork environment frequently involves construction noise. Occasional travel to local and regional meetings, and regular travel to various work sites around the city.

The work is light work which requires exerting up to 25 pounds of force occasionally, and/or negligible amount of force frequently, or constantly to move objects including the human body. Additionally, the following physical abilities are required:
  • Balancing: sufficient to maintain body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: sufficient to ascend or descend ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crawling: sufficient to move about on hands and knees or hands and feet.
  • Crouching: sufficient to bend the body downward and forward by bending leg and spine.
  • Feeling: sufficient to perceive attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Fingering: sufficient to pick, pinch, type, or otherwise work, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: sufficient to apply pressure to an object with the fingers and palm.
  • Handling: sufficient to pick, hold, or otherwise work, primarily with the whole hand.
  • Hearing: sufficient to perceive the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Kneeling: sufficient to bend legs at knee to come to a rest on knee or knees.
  • Lifting: sufficient to raise objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes.
  • Pulling: sufficient to use upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Pushing: sufficient to use upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Reaching: sufficient to extend hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: sufficient to express or exchange ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Stooping: sufficient to bend body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking: sufficient to express or exchange ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: sufficient to observe violations of codes, to effectively operate standard office equipment; ability to read and write reports, correspondence, instructions, drawings, etc.; and to operate motor vehicles by both day and night.
  • Walking: sufficient to move about on foot to accomplish tasks, particularly for long distances or move from one work site to another.
