Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions : Conduct regular inspections of permitted industries enrolled in pretreatment, pollution prevention programs and/or storm water programs. Conduct regular inspections of non-permitted businesses with grease traps and grease interceptors. Conduct storm water inspections of construction projects for compliance with NPDES permit requirements. Monitor and enforce pretreatment and/or storm water programs, ensuring compliance with State, Federal and local regulations. Review, modify and recommend issuance of permits to industrial users for a variety of discharge permit applications. Review and recommend changes and/or approve plans for compliance with NPDES permit requirements for Storm Water and Pretreatment Programs; evaluate effectiveness of mitigation measures. Review and make recommendations regarding California Environmental Quality Act (CEQA), Environmental Impact Reports (EIR's), and associated documents, tentative maps, improvement plans, blueprints, and design plans to ensure adherence to Federal, State and local storm water regulations and standards applicable to construction activities, new and redevelopment projects. Review, modify, and issue Septic Waste Hauler Permits. Identify, inspect and evaluate new industries for suitability of enrollment in pretreatment and pollution prevention programs. Meet with representatives of businesses and industries to review facility blueprints/plans, to confirm proper configuration of facilities, verify the presence and useof appropriate pretreatment equipment, and to ensure that flow monitoring and sampling equipment meets statutory requirements. Investigate instances of non-compliance and issue Notices of Violation and penalties as prescribed by policy. Review blueprints of restaurants to determine proper size and configuration of grease removal devices, ensuring that wastewater generating equipment is properly connected to the facility sewer system. Participate in the development and revision of City ordinances and enforcement response plans related to environmental compliance. Operate computers to manage data and generate reports. Assist with program development and administration; review and analyze new regulations and recommend appropriate program changes and requirements; draft policies and ordinances for management and Council approval; draft Requests for Proposals, Requests for Bids, and other documents necessary to procure specialized services, equipment or materials; develop purchasing specifications as directed. Participate in administrative appeal and show cause hearings; participate in the development of compliance schedules. Review treatment plant influent sample results to determine effectiveness and compliance with pretreatment program objectives. Respond to illicit storm water discharges; determine the type of pollutants; assess clean-up procedures and make appropriate notifications. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service. Marginal Functions : Perform related duties as assigned. Environmental Compliance Inspector I Knowledge of: Chemical, biological, physical, and environmental sciences. Principles and practices pertaining to wastewater treatment, wastewater and storm water collection systems, and environmental contamination of storm water. Pertinent federal, state, and local laws, codes, rules, and regulations, including those related to environmental regulation of wastewater treatment, pretreatment, and storm water. Operation and maintenance of equipment used to monitor and control industrial discharge, wastewater, and storm water. Wastewater and storm water inspection methods, sampling techniques, and contamination standards. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases and those used in environmental inspections and investigations. Ability to: Perform environmental compliance investigation, inspection, and enforcement activities. Collect, analyze, and interpret environmental data, reaching valid conclusions. Read and interpret blueprints and schematic drawings. Read, interpret, and apply policies and procedures regarding environmental inspections and compliance with pretreatment systems and less complex storm water regulations. Prepare a variety of complex technical reports. Perform research and analytical work. Effectively represent the department in interactions with the public and with private sector individuals, firms, and agencies with respect to environmental compliance issues. Observe and problem-solve operational and technical policy and procedure issues. Learn and work within GIS storm water system layers. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience : None required. Experience in wastewater, storm water, water, or code enforcement trades performing field and/or laboratory duties is desirable. Training : Equivalent to a Bachelor’s degree from an accredited college or university with major course work in biology, chemistry, physics, environmental science, or a related field. License or Certificate: Possession of, or the ability to obtain, a valid California driver’s license. Possession of a valid Grade I Environmental Compliance Inspector Certificate issued by the California Water Environment Association is required within two (2) years of appointment. *Failure to obtain any of the required licenses/certificates within the prescribed time may result in release from probation or termination. In addition to the qualifications for Environmental Compliance Inspector I: Knowledge of : Policies and procedures of the City's Environmental Compliance Program. Advanced principles and practices of environmental compliance, including inspection, review, and enforcement methods and practices. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience : Two years of responsible journey experience equivalent to an Environmental Compliance Inspector I in the City of Modesto. Training : Equivalent to a Bachelor's degree from an accredited college or university with major coursework in biology, chemistry, environmental science or a closely related field. License or Certificate : Possession of, or ability to obtain, an appropriate valid California Driver's license. Failure to obtain and maintain the required certification may result in termination. Mobility : occasional performance of manual labor; frequent walking, standing, bending, climbing, kneeling, twisting and squatting.
