POSITION SUMMARY

The Principal Data Engineers works with technical and business teams to solve business problems with available technology including hardware, software, databases, and peripherals. The Principal Solutions Architect provides strategic advice and guidance to functional team(s). Highly skilled with broad, advanced technical experience, leading the build of high quality, end-to-end analytic solutions.

The Principal Data Engineer works with partners across the organization to build a consumer centered analytical solutions that supports our mission of improving the health of the populations we serve. You will be part a tactical team tasked with building data solutions that span across Security, Infrastructure, Application and Cloud domains to extend Gold Coast’s data capabilities into the future. Advises one or more areas, programs, or functions and provides recommendations to senior executives on matters of significance, and as an advanced subject matter expert competent to work at very high levels in multiple knowledge and functional areas across the enterprise.

ESSENTIAL FUNCTIONS

Job Function & Responsibilities(s)• Works with the team to evaluate business needs and priorities, liaise with key business partners and address team needs related to data systems and management.• Understands and advocates architecture principles and articulates value proposition of architecture to business and technology partners.• Designs the primary patterns for large-scale batch and real-time data pipelines with data processing frameworks in Azure cloud platform.• Establishing key development frameworks for data ingestion, data processing and serving analytical data sets to business team members• Oversees the translation of business requirements into technical specifications; establish and define details, definitions, and requirements of applications, components, and enhancements.• Leads a team of developers building and configuring the technical systems across all data platforms.• Designs, analyzing and reviews application code across the data engineering team to ensure code meets development standards.• Make decisions around technical approach for project components and implementation, exercising considerable latitude in determining objectives and approaches to assignments.

MINIMUM QUALIFICATIONS

Education & Experience:• BA/BS in computer science, mathematics, information management, business, or equivalent experience• 10 or more years of progressive information technology experience directly related to architecture/engineering, information security, or other specialized technology field.• 5 or more years of experience with Cloud Computing & certifications in Cloud Technologies• 5 or more years of experience in SQL• 2-5 years of experience with platform implementation and transformation• Experience using SQL, dB Visualizer, AWS, Azure, Cloud technologies• Experience with Power BI or similar data visualization tools• Knowledge of HL7 v2, HL7 CDA and FHIR interface mapping highly preferred• Exposure to non-relational databases and tools, such as Cassandra, JSON, JAVA, Python, and Spark• Strong communication skills for creating and sharing presentations to multiple levels of audiences of stakeholders – i.e. senior executives in business and IT, architects, developers, etc.• Must be passionate about contributing to an organization focused on continuously improving consumer experiences.• In-depth knowledge of healthcare interoperability and patient data aggregation• Ability to effectively communicate, at times in a non-technical language, with customers at all levels of the organization.

KNOWLEDGE, SKILLS & ABILITIES

Preferred Qualifications:• Broad technology experience across several of these areas including: cloud architecture, web services, event streaming, analytics, machine learning, storage, DevOps, containers, server less, CI/CD, management and monitoring, cloud migrations, digital transformation.• Experience in the design and implementation of complex IT solutions (including scalable cloud-based solutions).• Experience with large enterprise level systems and managing data at scale.• Experience with multiple public cloud providers.• Experience architecting data solutions or migrating on-prem solutions to cloud.• Candidate must be willing to switch the gears as needed to swing between different areas of Digital Channels based on the designated assignments and exigencies of duty.• Prior experience providing technical leadership to a team of data engineers.• Understands and can articulate common architectural patterns and design principles. Additional experience or related experience in managed care, Medi-Cal, Medicare, leadership experience, etc.
