Reports To: Assistant Director of Opportunity Youth This vacancy comes as a result of grant funding the state has provided to school districts to implement strategies to serve newly-arrived families. The position is intended to have a duration of two years.Position OverviewAs new families seek to establish their lives in Massachusetts, cities and towns across the state have been implementing strategies to support the new arrivals, and school districts have had a role to play. For Boston Public Schools (BPS), ensuring access to education for school-aged children from among these families has involved coordinating internally and with City and state agencies. Through the role of the Newcomer Services Coordinator, the district now seeks to fill a position that leverages knowledge of BPS departments and systems, as well as key local and state resources, to support an integrated approach to providing the necessary inputs to schools serving newly-arrived students and their families.The Newcomer Services Coordinator is aware of state and local strategies to support newly-arrived families and remains alert to ongoing, related developments. Working from the BPS central office, the coordinator applies those insights when liaising among departments such as those that serve the function of welcoming and registering new students, administering assessments, arranging transportation, and addressing homelessness and basic needs. With an understanding of external and internal initiatives, the coordinator works with the relevant BPS department leads and school staff to develop, implement, and oversee how newly-arrived students and their families access programs, services, and supports.Required CompetenciesManaging Relationships. Possesses required functional and technical knowledge and skills to do the job at a high level of accomplishment; demonstrates active interest and ability to enhance and apply new functional skills.Core ResponsibilitiesCoordination between BPS departments that have a role in the onboarding of new students and meeting the initial needs they have, liaise with the key central office and school leads to determine and record the needs of newly-arrived students and their families.Access the planning and logistics meetings and advisories arranged by the City of Boston and relevant state agencies, including the Executive Office of Housing and Liveable Communities and the Department of Elementary and Secondary Education.Understand funding sources, as well as BPS procurement and spending protocols and in coordination with central office leads, develop a process to manage mini grants that schools can use to implement programs, services, and supports for newcomer students in emergency shelter.Devise tracking systems and metrics to quantify how schools implement their grant awards, with reports illustrating the impact of the initiatives, highlighting any lessons learned.Provide onsite support, where permissible, to assist newcomer students and families with access to community resources, referrals, school enrollment, transportation and testing activities, and related services. Project DevelopmentDevelop relationships with school staff, understanding the needs of each school as they relate to newly-arrived families.Analyze needs schools report to discern common challenges and where unique patterns emerge.Discuss school needs with department leads, devising ways that existing channels and systems can be accessed to serve newly-arrived families.Develop standards and expectations for access to mini grant funding that schools would use to address more unique challenges in serving newly-arrived families.Conduct a grantee conference to inform eligible schools of the mini grant opportunity and to clarify the objectives if necessary.Integrate student and community voice to identify and integrate opportunities for community engagement and support of newcomer students. Project ImplementationSupport grant and budget oversight using district financial systemsProvide ongoing consultation to schools awarded grants through consistent check in activities.Assess for and arrange for training and professional development for school staff involved in implementing project plans.Progress Monitoring and ReportingDevelop tools to track progress of schools on their project plans, including timely use of funds.Produce reports, capturing ways in which coordination resulted in systems alignment, as well as outcomes from the use of grant funds.Terms: Managerial, B21.
