Under the leadership of the Director of Human Resources, the Bilingual HR Generalist implements effective human resource policies, programs, and processes in support of company operations and employee needs. The HR Generalist provides services in employee complaint investigation/response, Personal Performance Management, administration actions/transfers, job description development, and career pathing. The HR Generalist works with Director of Human Resources and other senior leaders to develop and implement positive culture building programs, employee appreciation/recognition, member safety, workers' compensation and return to work actions as well as proactive company communications. QE's Bilingual HR Generalist provides guidance to field management on human resource policy, federal, state, and local laws, regulations, and corrective actions. The HR Generalist works alongside the Director of Human Resources to implement training for leaders and employee development.

Essential Functions:

  • High school diploma required, bachelor's degree in business administration or related field preferred.
  • At least five years of related experience required.
Duties and Responsibilities:
  • Under the leadership of the Director of Human Resources, provides support to managers/supervisors on issues of policy application and provides HR services to employees.
  • Works with Director of Human Resources and other leaders, as assigned, to resolve issues. Investigates and assists in resolving disputes.
  • Practices strong engagement with all employees including accepting diversity of ideas and thoughts, sharing responsibility for success, demonstrating honesty and integrity, helping employees solve problems, and showing respect.
  • Provides support on employment related issues (such as ADA, FMLA, FLSA, harassment, discrimination, diversity, corrective action, and progressive discipline) to operations leadership.
  • Prepares reports and identifies trends in employee related issues, turnover and performance trends and provides solutions to Director of Human Resources.
  • Facilitates HR processes and programs to ensure an ethical, fair, and consistent approach.
  • Develops a model for sustaining positive employee relations and positive culture building.
  • Assists with the creation and implementation of effective training and development programs to meet SOP requirements, skill proficiency, and development needs.
  • Supports the development and administration of programs, policies, and processes to facilitate employee and organizational development.
  • Provides counseling and direction to employees, facilitates communication, and helps to resolve conflicts that impact employee engagement.
  • Supports recruiting efforts and participates in the planning and execution of activities and events to fill all open positions in the assigned area. Conducts pre-employment screenings and facilitates onboarding as needed.
  • Assists with the organization's performance management process by coaching, educating, and providing feedback to managers/supervisors.
  • Provides HR support to safety programs, initiatives, and processes including return to work and coordination of workers' compensation programs.
  • Performs other assignments as directed.

Skills and Abilities:
  • Languages: Bilingual English/Spanish required.
  • Education: Bachelor's degree in human resources management or related field required. (Combination of relevant work experience and education will be considered).
  • Experience: Four to six years progressive human resource professional experience. Training in federal and state laws, application of HR policy in a construction environment, and positive employee relations.
  • Computer Skills: Proficient in MS Office (Word, PowerPoint, Excel, Outlook) and HRIS systems, Viewpoint, preferred. Experience in PolicyTech or other policy compliance platforms, preferred. Experience handling ethics line, preferred.
  • Certifications & Licenses: PHR/SPHR preferred. Valid driver license with acceptable driving record.
  • Other Requirements: Strong problem solving, relationship building, and collaboration skills. Effective persuasive and presentations skills. Highly effective interpersonal skills. Highly organized. Professional and proactive in resolving issues.
Physical Requirements:
  • Prolonged periods sitting at desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
