The Medicaid and CHIP Services (MCS) department is driven by its mission to deliver quality, cost-effective services to Texans. The Director II of the Quality Monitoring Program (QMP) position makes a significant contribution to MCS’s mission by providing leadership for the QMP and supporting the efficient operations of Medicaid and CHIP Quality and Program Improvement (Q&PI) management.
- The Director of the QMP reports to the Deputy Associate Commissioner (DAC) of MCS Q&PI. The Director provides leadership and strategic direction to the Quality Monitoring Program Teams, which include over sixty staff. There are four teams comprising two units within QMP: Program Development and Innovation Unit (PDIU) and the Quality Monitoring Unit. The Quality Monitoring unit is made up of three teams of regionally-based clinical experts including, nurses, pharmacists, dietitians and qualified intellectual disability professionals. The Quality monitors work in nursing facilities across the state to provide technical assistance in a collaborative relationship with nursing facility staff and promote quality improvement beyond mínimal compliance with state and federal standards, including adherence to Preadmission Screening and Resident Review (PASRR) requirements. Quality monitors provide education and training on evidence-based best practices to improve the quality of care for nursing facility residents. The PDIU conducts research in evidence-based best practices for long-term care, supporting the work of the quality monitors in the field. PDIU manages the Center of Excellence in Long-Term Care, a web-based continuing education platform, which provides training modules teaching best practices to nurses, long-term care administrators, and nurse aides who serve older adults and people with disabilities. PDIU is also responsible for an annual Quality in Long-Term Care Conference.-
**Essential Job Functions**:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Works collaboratively across MCS to identify innovative and effective solutions.
- Provides overall vision, leadership, and strategic direction to the Quality Monitoring Program. Directs the overall planning, implementation, coordination, and evaluation of programs and policies to promote effective program operations and service delivery. (45%)
- Plans, implements, and administers diverse programs to meet department objectives. Manages the budget for the Quality Monitoring Program teams and supports team leads in oversight of contracted services. Makes program management decisions, impacting statewide quality monitoring, education and in-services, operations, and works with internal and external stakeholders. Reviews and evaluates impact of proposed federal and state laws, including conducting bill analysis during the Texas legislative session, on program objectives and operations. (35%)
- Manages and develops staff through review of performance data, consultation, training, and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions, and scheduling and approving leave. Keeps leadership appraised of issues and brings solutions for resolution. (15%)

**Knowledge Skills Abilities**:
Knowledge of HHS policies, procedures, and other governing documents.
- Knowledge of principles of leadership and how to lead diverse teams.
- Knowledge of modern office management practices and procedures and technology tools such as Microsoft Office, Sharepoint and Teams productivity tools.
- Knowledge of AccessHR (CAPPS) or other on-line human resource system and ability to assist staff with navigating the system.
- Knowledge of or ability to obtain a working knowledge of the Texas legislative process and appropriations.
- Knowledge of the Texas Medicaid LTC programs, policies, and procedures.
- Knowledge or ability to obtain a working knowledge of community services, and resources for individuals with intellectual disabilities.
- Knowledge of or ability to obtain working knowledge of state contracting processes.
- Knowledge of contracting processes.
- Skill in effectively communicating with professional and support staff and the public both verbally and in writing.
- Skill in coordinating activities and in critical thinking.
- Skill in problem solving, detecting potential issues, and resolving issues without delay.
