- Reviews, describes, and analyzes significant legislative, regulatory, and administrative proposals and issues pertaining to and/or affecting the nation's policies and codes related to one or more of the following specialized areas: securities and other financial instruments, insurance products, the investment of plan assets, health care and health insurance, social security and retirement policies, the taxation and/or tax status of employee benefit plans, and the provisions, implementation, and enforcement of Title I of ERISA.
- Drafts, with assistance, regulatory and legislative proposals regarding employee benefit-related laws; proposed changes in law; new requirements placed upon employers and fiduciaries; actual benefits to participants and beneficiaries; anticipated employer response; and required changes in policies and agency program emphasis.
- Examines, evaluates, and analyzes information necessary for the preparation of legislative proposals, regulations, and policies pertaining to employee benefit plans.
- Provides assistance to Agency executive staff in presenting legislative and regulatory proposals and assuring their adoption by the Department and Congress. Such assistance involves: researching and preparing testimony and briefing materials for program and executive Agency officials for appearance before Departmental and Congressional committees concerned with employee benefit plan issues, ERISA, and EBSA; assisting in briefing and preparing these officials for Congressional appearances; and providing technical assistance on ERISA matters to Department, Administration, and Congressional officials.
- Acts as a consultant to numerous Congressional committees (e.g., Senate Aging Committee, House Ways and Means Committee, etc.) and private industry groups (e.g., AARP, American Medical Association, National Association of State Legislatures, ERISA Industry Committee, major accounting, and banking firms). As a consultant and representative of EBSA and the Department, the incumbent provides technical information and assists in drafting legislative language. And the incumbent also represents and explains the Administration's policy with senior or supervisory oversight.
- Provides other staff and officials with summaries and analyses of relevant developments in the employee benefit plan area.

**Requirements**:
**Conditions of Employment**:

- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Requires a probationary period if the requirement has not been met.

**Qualifications**:
To be eligible for appointment under the College Graduate authority, **applicants must meet requirement A or B.**

**A.** Applicants who have completed a bachelor's or graduate degree from a qualifying educational institution within the previous two years or within 90 days of the vacancy closing date (06/05/2024).

**OR**

**B.** Veterans who have completed a bachelor's or graduate degree from a qualifying educational institution and have an intervening period of obligated service of at least four years in the uniformed services. The two-year eligibility period begins on the date of discharge or release from the uniformed service.

**Individual Occupational Requirements**:
**Education**:Undergraduate and Graduate Education: Major study in one or a combination of the following fields - finance, banking, business administration, economics, mathematics, accounting or auditing, pension plan administration, law, industrial relations, public administration, or other related fields.

**OR**

**Experience**:Progressively responsible experience that demonstrated the ability to perform work in the field of pension and welfare plans. Such experience may have been gained in (1) management, administration, development, analysis, audit, financial management, or termination of such plans or their funds; or (2) in closely related work such as taxation, securities, and investments.

Specialized experience may have been gained in government, employee benefit plan administration or consulting firm, a law firm, an actuarial or accounting firm, labor union, a relevant trade association or research service, or an insurance company. Examples of qualifying specialized experience include:

- Development of employee benefit plans, petitions for exemptions, or requests for rulings under governing law.
- Legal work, a substantial portion of which required interpretation of Federal laws and legal requirements concerning employee benefit plans, or in related fields as health insurance..
- Auditing or accounting work that involved determining compliance with Federal and State laws governing employee benefit plans, or insurance.
- Analysis of Federal laws or regulations, development of policy, and drafting of proposed changes in an employee benefit plan or a related function.
