**GENERAL DESCRIPTION**:Performs advanced (senior-level) managerial work administering the daily operations and activities of communications facility(s) within a DPS region. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; onboarding and training new employees, maintaining licensing requirements, developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating telecommunications functions; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Assists Communications Supervisors and Police Communications Operators when needed. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.

The following Military Occupational Specialty codes are generally applicable to this position. Applicants must fully complete the summary of experience to determine if minimum qualifications are met.

**ESSENTIAL DUTIES**:
1. Manage day-to-day activities of telecommunications staff within a DPS region.

2. Oversee the allocation of resources to achieve timely outcomes and measurable goals; and monitors and evaluates the effectiveness and efficiency of staffing levels.

3. Develop and implements techniques for evaluating operational and tactical intelligence products.

4. Provide technical guidance for operational and tactical intelligence production efforts of the telecommunications staff within a DPS region.

5. Oversee the implementation of changes resulting from new legislation.

6. Oversee special investigations, research studies, special projects, internal audits and the implementation of special initiatives.

7. Establish goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.

8. Monitor compliance with policies and procedures; and provides input or approves new policies and procedures.

9. Prepare management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.

10. Develop and implement techniques for evaluating a business function, division, or department activities.

11. Plan and develop a budget, evaluates budget requests, monitors budget expenditures, and adjusts as necessary.

12. Review and evaluate the impact of proposed federal and state laws on program objectives.

13. Identify areas of needed change and makes recommendations to improve operations.

14. Coordinate response activities, act as a field representative for emergency communications.

15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

16. Perform other duties as assigned.

**Qualifications**

**GENERAL QUALIFICATIONS and REQUIREMENTS**:
**Education** - Graduation from a standard high school or the equivalent is required. Graduation from an accredited four-year college or university with a major in law enforcement, intelligence analysis, business administration, or a related field is preferred.

**Experience **- Minimum of six (6) years’ performing public safety telecommunications or analytic work with a law enforcement agency/intelligence/military/government environment on a full-time basis is required. Prior team lead or supervisory experience of a public safety telecommunications or analytic team is preferred.
- Substitution Note:_ Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis. Note: thirty (30) semester hours is considered equivalent to one (1) year of education.

**Licensure and/or Certification** - Must obtain and/or maintain a Telecommunication Operator license from TCOLE with required continuing education. Must obtain a Basic Instructor Certificate from TCOLE. Must successfully complete FEMA: 700-a, ICS-800b, ICS-300 and ICS-400 within twelve (12) months or have already completed. Must possess a valid driver license and automobile insurance. Must be eligible to secure and maintain a secret level security clearance.
