- Properly manipulate the contents of documents and of Federal Register publications to ensure legally effective, timely, and accurate publication of them.
- Manage work, whether done independently, as a team member, or in leading others, to achieve timely, accurate publication of all documents and accomplish all program goals.
- Understand and appropriately address customer needs associated with all aspects of the Federal Register publication process in fulfillment of the Office of the Federal Register's program responsibilities.
- Understand and properly use the technical resources available for, and associated with the Federal Register publications processes, including information technology, legacy systems, and other technical resources.

**Conditions of Employment**:
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

**Qualifications**:
You must meet the following requirements by the closing date of this announcement.

**SPECIALIZED EXPERIENCE**:For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service**. **Specialized experience for this position includes:

- Editing written documents developed by others for publication;** AND**:

- Critically reviewing written documents for adherence to style and formatting requirements; **AND**:

- Communicating information to internal and/or external audiences.

**OR**
- A master's degree in a related field, or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

**OR**
- Combination of Education and Experience. Only graduate study in excess of the first year (18 semester hours) is qualifying for the GS-9.

**Education**:
**Education Requirements**:The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

**Individual Occupational Requirements for the Technical Writing and Editing Series, 1083**
- **_Undergraduate and Graduate Education:_** Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.
