- The Office of Housing Access and Stability ( “HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.
- The Division of Budget and Program Operations (BPO) within HAS supports the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, and Policy and Program Innovation. BPO assists with program budgeting and planning, including staffing and procurement support. The Division also manages Housing Quality Enforcement (HQE) and related inspection functions. Additionally, the BPO team coordinates technology initiatives and analytics across the Office, providing support on key systems to internal and external stakeholders.
- Your Impact:
- The Director of Housing Quality Enforcement (HQE) within the BPO is a management role reporting to the Executive Director of Budget, Procurement, and HQE. The Director oversees the enforcement component of inspections for subsidy programs administered by the Office, with responsibility for the day-to-day management of the HQE function.
- Your Role:
- The Housing Quality Enforcement (HQE) unit has approximately 20 staff members in total. The Director will provide overall direction to the unit and directly supervise a team of 3 supervisors who oversee multiple teams. The HQE team oversees all aspects of Housing Quality Standards (HQS) enforcement to ensure clients are residing in units that are safe, decent, and sanitary and that both our tenants and landlords follow federal regulations. In addition, the team is responsible for implementing new inspection standards such as HUD NSPIRE inspection protocols and related enforcement for those new protocols. The HQE team will also be responsible for the management of inspection resource, whether coordinating with in-house resources, or working with an external contracted inspection resource.
- Your Responsibilities:
- A key responsibility will be overseeing the transition to HUD NSPIRE inspection protocols. This includes developing and implementing training programs for HQE staff on the new standards, coordinating with other HPD divisions and external partners to ensure seamless integration, and conducting regular reviews and updates of inspection procedures. The Director will also implement quality assurance measures to monitor and evaluate the effectiveness of inspection processes and lead efforts to adopt best practices in housing quality enforcement.
- The Director will manage inspection resources, both internal and external, and ensure inspections comply with various subsidy programs’ rules and regulations. This includes coordinating with technology teams to enhance data collection, reporting, and analysis related to housing inspections, and maintaining a comprehensive database of inspection results and related compliance documentation. They will ensure timely and accurate reporting of inspection outcomes to relevant stakeholders, including HUD and other oversight agencies.
