- This position is a member of the Maintenance & Facilities Department, Fleet division and manages the activities and operations of fleet operations; to ensure compliance with applicable rules and regulations; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the Director of Public Works.

- Assume full management responsibility for services and activities related to fleet operations; recommend, develop, update, implement, and administer policies and procedures for the department.
- Manage and participate in the development and implementation of goals, objectives, processes, and priorities for assigned programs and areas of responsibility; recommend and administer policies and procedures.
- Monitor and evaluate the efficiency, effectiveness, and accuracy of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
- Plan, direct, coordinate, and review the daily work flow for all assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff regularly to identify and resolve problems.
- Prepare and maintain a variety of reports, records, and files including technical specifications, quotes for products, purchasing documentation, research and analysis of strategies, and industry standards.
- Coordinate activities with other City departments, outside agencies, and the public.
- Oversee safety and all compliance filings, reporting and programs as required for fleet operations; monitor the work areas to ensure acceptable work standards and safety practices are followed.
- Perform annual cost comparisons and analysis for all parts, vehicles, equipment, and services.
- Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; recommend discipline and termination procedures.
- Oversee and participate in the development and administration of the division’s annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
- Serve as the liaison for assigned activities with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
- Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
- Provide responsible staff assistance and consistent updates to the Director of Public Works and/or Assistant Director of Maintenance and Facilities
- Conduct a variety of organizational studies, investigations, and operational studies; develop and recommend modifications to programs, policies, and procedures as appropriate.
- Attend and participate in professional group meetings; stay abreast of new trends, programs, products, and innovations related to fleet operations.
- Respond to and resolve difficult and sensitive citizen, vendor, and other city employees’ inquiries and complaints.
- Negotiate, prepare, and administer contracts for purchases and services.
- Perform complex and difficult fleet maintenance tasks as needed; assist in the day-to day general maintenance and repair work as needed.
- Perform related duties and responsibilities as required.

**Minimum and Preferred Requirements**:
**Experience**:

- Six (6) years of increasingly responsible fleet operations experience, which includes two (2) years of automotive and heavy equipment repair experience; and three (3) years of administrative and supervisory responsibility is required.
- Fire apparatus repair experience is preferred.
- Public sector fleet operations experience in a City, County or State agency is preferred.
- Training:

- High School Diploma or equivalent education is required.
- A Bachelor’s degree in business management, public administration, automotive technology, or a related field is preferred.
- License or Certificate:

- Possession of, or ability to obtain within 6 months of appointment, a valid California Class A driver license with water tender endorsement and with a satisfactory driving record is required. (a driving record may be deemed unsatisfactory for any of the following reasons: three or more moving violations or reportable accident within the last three years; conviction of driving under the influence within the last five years).
- Possession of, or ability to obtain, one or more Automotive Service Excellence (ASE) certifications is preferred.

Special Requirements:

- Incumbents are enrolled in the California Department of Motor Vehicle (DMV) Pull Notice Program. The DMV Pull Notice Program provides
