Description:
**Summary**: Serves as PCMC's area labor relations and environmental health & safety expert. Responsible for defining, promoting and reinforcing PCMC’s labor and safety philosophy to management, ILWU workforce, Pacific Maritime Association and industry peers.
- Works closely with operating staff for NorCal area in ensuring coordinated, efficient, and cost-effective execution of labor relations activities, demonstrating customer service principles.
- Develops and operates within approved fiscal budget limits.
- Participates in the area accident prevention / safety and workers' compensation programs and procedures providing input of trends, root cause analysis and coordinating safety training to management and ILWU staff.
- Secures, evaluates, develops, and cross trains department staff, as necessary who will assure the level of performance and productivity necessary to achieve current and future objectives.
- Ensures that department staff work effectively as a team with each other and with other PCMC staff.
- Ensures effective and regular communication and supports company values.
- Keeps Site Manager, VP of Safety & Labor Relations, informed of current operations activities and issues through regular communication and by issuing reports.
- Serves as the area labor relations specialist working closely with terminal and area management, labor officials and corporate labor management, ensuring positive labor relations.
- Develops, communicates and maintains operating and administrative procedures (consistent with area procedures and objectives) designed to provide required information and facilitate internal practices.
- Ensures that all safety policies, procedures and controls are followed and that required reports are completed accurately, submitted on time.
- Serves as the area senior operations expert, providing guidance and direction internally and externally.
- Provides operation coverage to meet area peak work demands as needed and can be supported.
- Completes other tasks and projects as assigned.

**Requirements**:

- BA / BS degree or equivalent.
- Thorough knowledge of related union contracts and extensive experience managing labor. Negotiations experience a plus.
- Minimum of five (5) years of experience with terminal operations, planning and stevedore operations in all commodities, or M&R in a union environment.
- Thorough knowledge of safety and accident prevention codes and regulations and related industry governmental regulations. Valid driver’s license and TWIC

- Requires the ability to organize multiple projects.
- Requires ability to respond quickly in a fast-paced environment.
- Soft skills, analytical, communication, organization, etc.
- Must have strong management skills with the ability to work on a team and lead department workforce.
- Knowledge of safety regulations and processes and ability to enforce.

**Working Conditions**:

- Able to see and hear fast moving equipment.
- Ability to work in an environment with high level of noise.
- Ability to work in changing outdoor climates.
- Ability to work on rotating shifts, days, nights, holidays, and weekends as needed.
