The Community-based (CB) Program Manager’s position is an exempt full time (40 hour) position based in Sussex Sussex County. The CB Program Manager must be able to flex their schedule when needed to accommodate the demands of the CB Dept. and/or agency as a whole.

The overall goal of Community-based Programs is to provide services to after school programs within communities; and to bridge the achievement gap by assisting school-age youth with homework assistance, and enrichment, work-based employment, other special projects. These programs are designed to be accessible to youth living in the community and aim to better engage parents in their children's education.

The position as Program Manager assumes responsibility for overall management and operations of the community-based, program oversight, administrative and operational support to the Director and Program Coordinators, program planning, personnel management/ staff development, fiscal planning and management of grants, public and community relations, grant writing, and reporting. All staff may be asked to perform duties indirectly related to their “titled” position when support is needed for the overall betterment of the agency.
- **MINIMUM QUALIFICATIONS**:_
- Preferred Bachelor’s Degree in Organizational Leadership, Project/Progam Management and experience in the administration in planning, implementing, and evaluating direct service programs, or
- Three or more years of experience in an upper-management role, preferably in program management
- Exceptional skills in leadership, time management, facilitation, and organization
- Working knowledge of collaboration and networking
- Outstanding knowledge of management principles and performance evaluation processes
- Knowledge of budget preparation and control.
- Ability to communicate effectively both orally and in writing.
- Knowledge of and ability to use public presentation and speaking techniques.
- Ability to effectively manage multiple projects and priorities with shifting deadlines.
- Must be an insured licensed driver with transportation.
- Must be willing to use your vehicle if one is not provided by the agency to satisfy job responsibilities and attend local, statewide, or out of state meetings, workshops, and conferences.

**Note: As a condition of employment upon hiring it’s required to submit a copy of the driving record along with proof of vehicle insurance, a writing sample if requested, and a computer skill/knowledge test if requested and agree to a background investigation.**
- **DUTIES & RESPONSIBILITY**:_
- Monitor and evaluate the achievement of all program goals and objectives.
- Oversee all activities directly related to providing services to clients, families, and children.
- Evaluate the needs of each program and provide or identify appropriate training to meet staff needs.
- Conducts research, analyzes metrics, develops outcome reporting tools, identifies trends, and makes recommendations
- Work closely with Program Director to develop the scope, deliverables, required resources, work plan, budget, and timing for new initiatives
- Directly support the development and implementation of the agency’s strategic plans and mission through linking program goals.
- Outreach, networking, promoting agency brand
- Represents the agency at community events, standing committees, workshops, conferences, and project-specific events
- Work within culturally diverse teams.
- Strategize, implement, and maintain program initiatives that adhere to organizational objectives
- Develop program assessment protocols for evaluation and improvement
- Maintain organizational standards of satisfaction, quality, and performance
- Oversee multiple project teams, ensuring program goals are reached
- Manage budget and funding channels for maximum productivity
- Executes other tasks as assigned by Program Director
- **PERSONNEL MANAGEMENT/STAFF DEVELOPMENT**_
- Supervise 2 full-time staff and 17 part-time staff (the number is based on program operations).
- Provide operational support to program staff
- Ensure the success of staff in achieving program goals.
- Ensure program compliance to grant funders by conducting quarterly in-house monitoring on client’s files and overall department assigned projects.
- Maintain personnel practices and records in accordance with policies as well as state and federal laws.
- Ensure that human resource practices are in place to maintain a climate that attracts, retains, and motivates a top-quality staff.
- Ensure the development of staff by offering training opportunities.
- Adequate attention is given to cross-training and succession planning to ensure continuous service delivery.
