JSI Research and Training Institute, Inc (JSI) is a global non-profit organization dedicated to improving people’s lives around the world through greater health, education, and socioeconomic equity. For decades, we have embedded SBC interventions into our RH/FP, immunization, HIV, MNCH, malaria, education and systems strengthening projects. Following major investments in this space, JSI now has ~90 SBC specialists currently working in 18 countries.

JSI is currently recruiting for a Project Director for the USAID Global Health Social and Behavior Change (SBC) Activity. The purpose of the project is to increase the adoption and sustained practice of priority behaviors and the development and maintenance of enabling social norms, including gender norms, for improved health and development outcomes. This purpose will be achieved through the increased implementation of theory-informed, evidence-based, locally-led SBC programming.

The Project Director will have overall responsibility for coordination of project activities and staff. They will possess both deep applied experience in SBC programs operating at country and headquarters levels and demonstrated abilities in leadership; strategic thinking; development of effective teams; and change management. They will provide strategic direction and management for the project and proactively engage a broad range of donors and implementers in advancing the practice of SBC globally. They will have principal responsibility for representation of the project to USAID and will cultivate open and collaborative management relationships with the project management team at USAID Washington.RESPONSIBILITIES
- Provide overall leadership and strategic vision for the project. This includes overall responsibility for assuring that all technical assistance and services provided are technically rigorous, in line with USAID rules and regulations, and appropriate for addressing the objectives of the Activity.
- Function as the primary liaison between USAID and other collaborating agencies on all programmatic, administrative and financial matters related to the project. Serve as the official representative of the project and JSI in matters related to the Activity.
- Direct the program’s localization strategy to ensure locally led activities, tailored capacity strengthening, and engagement of local organizations.
- Provide leadership and oversight of all project technical assistance needs required to achieve the expected outputs of the project, development of scopes of work, recruitment of consultants, and execution of technical assistance and service agreements.
- Supervise and assess the performance of senior staff and ensure supervisory and accountability systems are in place for all long-term and short-term advisors, sub-partners, consultants and staff.
- Provide leadership in developing, implementing, and assessing interventions to increase increased coverage of high-quality, evidence-informed SBC programming and evidence generation across health and development areas.
- Ensure management systems with standard operating procedures are used to implement all activities. Oversee an annual project cycle which formulates comprehensive annual cooperative agreement work plans and budgets, in accordance with the USAID annual planning cycle and assures timely disbursement of funds.
- Oversee all institutional sub-agreements executed under the prime cooperative agreement.
- Ensure all reporting requirements for the cooperative agreement, including quarterly and annual activity reports are produced and submitted.
- Ensure systems and processes for comprehensive and adaptive monitoring, learning and evaluation of the program.

**QUALIFICATIONS**
- Master’s degree in international development, public health, behavioral science, or a related field
- At least twenty (20) years of experience in global public health programming, including at least ten (10) years’ experience in senior-level management positions and experience leading large (>$10 million dollars life of award budget) and complex (at least two health and development technical areas) projects primarily focused on SBC. Experience with USAID programs is essential.
- Has a proven record of leadership in design and management of SBC programs in LMICs, including experience leading projects across a range of intervention types and/or health areas, such as family planning and reproductive health; maternal and child health, HIV/AIDS, and/or malaria.
- Demonstrated ability to effectively engage partners and manage multi-partner consortia.
- Extensive experience in managing global health and development programs to improve quality of care, local capacity, gender integration, measurement, and/or scale of high-impact interventions.
- Proven ability to form partnerships with governments in low
- and middle-income countries, and work with local partners and stakeholders in scaling-up innovative, evidence-informed programming
