This position serves as a Supervisory Senior Policy Advisor for the Bureau of Justice Assistance (BJA) Policy Behavioral Health and Justice Systems, Technical Assistance and Workforce Coordination team. Provides authoritative findings, guidance, and recommendations on complex criminal justice and behavioral health programs, including training and technical assistance programs, and coordinating across teams to improve program outcomes and return on investment. Maintains knowledge and dialogues with the criminal justice and behavioral health field on ongoing developments in criminal justice practice, policy and current research and evidence-based practices in assigned areas to ensure that program planning, implementation and review are grounded in current knowledge and needs of the criminal justice field.
Represents the organization in developing and maintaining effective relationships with national, state, tribal, and local experts, administrators, high level officials, policy makers, and planners.

Oversees developments in behavioral health and criminal justice program areas to ensure program implementation. In coordination with other BJA staff members, monitors overall performance of behavioral health and criminal justice grantees as well as BJA's technical assistance investments based upon grantee reporting and summary analysis of data and feedback and data from program training and technical assistance partners and uses to inform future program planning and needs.
Develops and/or reviews criminal justice training and technical assistance and behavioral health and criminal justice grant program materials, such as program and strategic plans, solicitation content and budget recommendations, justification and program assessment of outcomes addressing BJA program priorities.

Recognized as an expert in planning and developing criminal justice training and technical assistance programs, evaluation results, and using the findings in planning, developing and installing new or modified programs. Conducts a review and assessment of BJA training and technical assistance products and makes utilization recommendations including marketing opportunities and identification of needs.

Consults with all levels of management; other federal, state, local, and tribal agencies; and external law enforcement organizations. Collaborates with others to ensure that concerns such as criminal justice training and technical assistance and behavioral health and criminal justice program requirements, definitions and adequate funding are met.

Provides expert advice and recommendations to top management officials on criminal justice training and technical assistance development and delivery, and behavioral health and criminal justice program areas. Provides authoritative findings, guidance, and recommendations on complex criminal justice training and technical assistance and behavioral health and criminal justice program related initiatives and meetings.
Supervises a group of employees performing work at the GS-13/14 or equivalent level. Provides administrative and technical supervision necessary for accomplishing the work of the unit.
Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

**Screen Out Factor**:
Experience at the statewide or local jurisdiction-wide level in workforce development and financing for treatment and recovery supports for people with behavioral health disorders in the criminal justice system.

**MINIMUM FEDERAL QUALIFICATION REQUIREMENTS**:
Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the a
