**ADMINISTRATIVE RELATIONSHIP**: Reports to the Assistant Superintendent for Curriculum and Instruction**

**ESSENTIAL QUALIFICATIONS**:
**Must be able to perform essential job functions with or without reasonable accommodation.**Valid New Jersey Administrative Certificate with Principal or School Administrator endorsement.**Master’s degree from an accredited college/university in the area of special education or child study team services.**Minimum of three years administrative/supervisory experience preferred.**Minimum of five years special education teaching or child study team experience.**Successful experience in securing educational grants from the State or Federal government.**Ability to work effectively with staff, parents, community members and students to maintain and strengthen sound human relations for the improvement of the school program.**Demonstrated ability to work harmoniously in a multicultural, diverse community.**

***ESSENTIAL FUNCTIONS OF POSITION**:
**1. Establish procedures in accordance with NJ State and Federal requirements for classifying, identifying, and placing students into Special Education. Remain knowledgeable and up-to-date on legislation, policies, and regulations pertaining to all students with disabilities.**Responsible for maintaining accurate enrollment and census data on disabled students, in-district and out-of-district placements, and for students awaiting services and placement.**Supervise and oversee, through the Supervisor of Child Study Teams, the preparation and implementation of the Individual Educational Plan (IEP) for all classified students, secure and coordinate medical consultants in such areas as psychiatry, neurology, and audiology.**Work with building principals, doctors, and nurses to plan, design and assist in the delivery of student health services at all levels**Serve as a resource to principals and staff on policies and regulations and establish procedures in accordance with state and federal requirements for classifying, identifying, and placing students into special education. Be knowledgeable and up-to-date on legislation pertaining to all students with disabilities.**Conduct observations and evaluations in accordance with state regulations and district policies as assigned.**Work with attorneys and appropriate district personnel to coordinate and provide accurate information with respect to contested cases and due process proceedings.**Under the direction of the Superintendent of Schools prepare and submit budget documents related to instructional support and specialized instructional programs and services. Serve as a resource to the building principals for the purchasing of instructional, guidance and health services equipment and materials to provide maximum effectiveness for the expenditure of funds.**Oversee the implementation of a comprehensive results-based counseling program based on the national standards and in alignment with the New Jersey model for school counseling.**Oversee the data, training and implementation of the Intervention and Referral Services Committees, the counseling activities of the School Based Youth Services Program (FORUM) and the Graduate School Internship Program.**Assist administrators in developing and implementing comprehensive and proactive attendance improvement, truancy reduction, and suspension/expulsion reduction programs.**Attend and participate in Board of Education meetings and local, county, State or national meetings as directed by the Superintendent of Schools**Ensure that administrators and counseling staff provide parents/guardians with ongoing information regarding school-related programs, services, conferences, meetings and workshops.**Oversee the development of the secondary schools master schedules and a timely student registration process; collaborate with the Supervisors of Instruction to ensure that the curricular needs of students with disabilities are addressed in the master schedule.**Coordinate the planning and implementation of staff development and in-service programs for special education instructional, counseling, and health services staff, and provide training programs for professional and support staff when appropriate.**-
