Job Summary:
This position serves as the overall Statewide National Environmental Policy Act (NEPA) Programs Manager (NEPA-PM) for Arizona Army National Guard (AZARNG) Environmental Management Office (EMO) and supervises subordinate staff. The NEPA-PM performs work of considerable difficulty under the general oversight of the Environmental Program Manager (EPM) and Deputy EPM, but with full authority and independence of action. The NEPA Programs Manager drafts, oversees, documents, reports, and facilitates the NEPA process and related requirements. The NEPA-PM identifies NEPA and other environmental requirements, schedules, and costs needed to efficiently complete NEPA requirements. The NEPA-PM executes, and manages all NEPA required stakeholder regulatory consultations, correspondence, and record keeping for the AZARNG. The NEPA-PM oversees the completion of environmental assessments, determinations, and documentation. This position exercises a high degree of independent decision making and is responsible for the technical success and overall regulatory compliance with NEPA. This position requires frequent in-state travel and occasional out-of-state travel.

Job Duties:
**Responsibilities include**:

- NEPA Legal Record Administrator is independently responsible for ensuring National Environmental Policy Act (NEPA) documents are in conformance with applicable law, regulation, and policy. Coordinates with NGB, EMO SME's, proponents, and stakeholders to obtain, compile and analyze information used to access environmental impacts and NEPA determinations (scopes, programs, plans, projects, training, etc.).
- Proponent & Stakeholder Coordination acts as the NEPA coordinator for all Stakeholder consultations for undertakings involving AZARNG - NEPA regulations and guidelines require formal and informal consultation with regulators and stakeholder for completion of NEPA process. This position is responsible for this coordination and the AZARNG legal communication record that is compiled for federal or state undertaking.
- Responsible for overall NEPA compliance of agency by ensuring all proponents (Federal, state, local, and private sector) adhere/follow/complete all environmental requirements. Ensures all proponents complete the Record of Environmental Compliance (REC), NEPA process, and ENV Compliance Requirements. Ensures all needed documentation (Legal Record) for undertakings are complete.
- Evaluate and make recommendations to management for improving the NEPA workflow; provide technical support to proponents for using the Online Record of Environmental Compliance (REC) submission system and tools. Compile detailed metrics weekly, quarterly, and annually for evaluation. Draft, develop, implement, train others, and update AZARNG NEPA standard operating procedures (SOPs).
- Ensures agency adherence to existing NEPA regulations, policies, & guidelines. Participates in updating/developing NEPA policies & guidelines to adhere to changing federal & state requirements. Responsible for facilitating agency leadership approvals of new or changed policies/guidelines. Responsible for briefing, training, implementing, and reporting TAG approved NEPA policies/guidelines.
- Acts as final reviewer and partial Authority of REC legal determinations of environmental impacts. Responsible for and oversees facilitating EMO staff and contractors in reviewing, signing, and providing internal and external NEPA considerations for any undertakings involving AZARNG in accordance with NEPA and AR 200-1 requirements.
- Serves as a AZARNG Environmental Installation Manager for Army EQUIP data submission. Responsible for Env. Performance Assessment System (EPAS) & oversees EMO staff data submissions into Army EQUIP Portal. Ensures annual & requested data calls are submitted to NGB. Performs data validation with PRIDE; ensures required attributes are completed; runs NGB validation tools on data before submittal.
- Writing & Drafting: AR 200-1, AR 200-2 and related regulations and guidelines
- I
