**JOB SUMMARY**:
Manages administrative services related to facilities planning and maintenance, equipment, OSHA related activities and special administrative projects. Develops policies and standard operating procedures. Oversees trainings including mechanical, heavy-duty equipment and safety in accordance with federal, state, and local requirements. Supervises assigned staff.

**ESSENTIAL FUNCTIONS**:
1. Develops and administers department safety and training programs, and administrative services.
2. Coordinates all aspects of the in-house bus maintenance training programs and vendor training classes.
3. Reviews and assesses the adequacy of safety training programs and requirements associated rules or regulations.
4. Participates in bid process for procurement, replacement and facility construction.
5. Supervises assigned staff; conducts job interview as needed.
6. Approves schedules and weekly time sheets; assigns special duties as they relate to training and special administrative projects.
7. Prepares OSHA (Occupational Safety and Health Administration) and safety required training materials and performs trainings for new hires.
8. Coordinates management processes for waste, fluid spills and underground storage tanks.
9. Coordinates Facilities Condition Assessment Program (FCAP) and reporting with county engineers.
10. Performs other duties as required.

**QUALIFICATIONS**:
1. Proof of employment eligibility/authorization to work in the U.S.
3. Valid CDL Class B License with “P” Endorsement with no Air Brake restriction (or valid CDL permit 14 days prior to start date or transfer date).
4. Bachelor’s degree in occupational safety and health or related field. An equivalent combination of education/experience may be considered in lieu of Bachelor’s degree.
5. Three (3) years supervisory experience.
6. Heavy equipment and Tire Instructor certifications required within one (1) year of placement.
7. Five (5) years experience in OSHA General Industry preferred.
8. OSHA 10 certification preferred.

**KNOWLEDGE, SKILLS, AND ABILITIES**:
1. Knowledge of transit maintenance procedures.
2. Knowledge of transit industry trends and best safety practices, assist with the implementation and fulfillment of MCTS safety plans.
3. Knowledge of Federal Transit Administration and Federal Motor Carrier rules and regulations.
4. Knowledge of fleet and maintenance operations. Makes recommendations related to work site conditions, equipment, materials, facilities, and procedures related to safety.
5. Knowledge of applicable union relationships.
6. Knowledge of hiring policy and procedures.
7. Skilled in computer operations and spreadsheet, word processing, presentation and related software.
8. Ability to manage conflict and balance competing interests from multiple stakeholders.
9. Ability to develop and execute company strategies to attain outcomes for set goals.
10. Create and publish workplace safety procedures. Plan, coordinate, and conduct safety briefings and safety training sessions.
11. Ability to manage others.
12. Ability to develop and maintain effective and appropriate working relationships.
13. Ability to communicate effectively, both verbally and in writing.
14. Ability to work independently.

**PHYSICAL REQUIREMENTS AND ENVIRONMENTAL FACTORS**:
1. Work is frequently conducted in an office or shop environment. Incumbent may be located on a street, construction site or in a vehicle and may be exposed to moving mechanical parts, fumes, toxic substances or loud noises.
2. Physical requirements are those described as primarily sedentary work, however, includes exerting twenty-five (25) pounds of force occasionally, a negligible amount of force frequently and/or constantly having to lift, push, pull or otherwise move objects, including the human body.
