This position is responsible for all aspects of the Human Resources functions for the House Of Ruth Maryland. This includes interpretation of Agency policies, benefits administration, implementation of wage & salary program, management of recruitment and new hire processes, and facilitating good employee relations.

**Essential Duties**:
Responsible for all areas of Human Resources within the agency, including but not limited to recruitment, labor relations, governmental compliance, wage & salary, employee relations and employee morale, benefits, new hire orientation and management of the Human Resources Information database system.

Responsible for implementation and interpretation of personnel policies and procedures throughout House of Ruth. Prepares and maintains the Employee Handbook and Policies and Procedures Manual.

Manages legal requirements and government reporting relations affecting Human Resources function ? i.e., EEO, wage and hour, affirmative action. May represent agency at unemployment hearings.

Implements wage and salary structure and administers all aspects of performance appraisal process; including tracking anniversary dates, coordination with program managers, collection and review of completed appraisals.

Performs benefits administration including open enrollment, claims resolution, change reporting, approving preparing invoices for payment, and communicating benefit information to employees. Acts as liaison with third party benefit administrators.

Manages the recruitment effort for all positions, writes and places job advertisements, screens potential applicants and advises directors and managers on the screening, interviewing and hiring process and ensures integrity of the process is not compromised.

Designs and conducts new employee orientation and assures all aspects of new hire processing are completed. Facilitates or coordinates employee training.

Maintains Human Resources Information System database, files and general human resources information. May design queries and generate reports from database.

Answers all employment inquiries, handles employee relations counseling and exit interviewing and keeps written inquiries in employee personnel file.

Prepares required monthly, quarterly and annual reports.

Recommends employee relations practices necessary to establish a positive employer-employee relationship and promotes high levels of performance and morale. Looks for opportunity to improve morale and communications to employees. Manages employee recognition program.

Protects the interest of employees and the Agency in accordance with Personnel policies and procedures governmental laws and regulations.

Assists management in investigating, answering and settling grievances.

Participates in development of department goals, objectives and systems seeking to improve efficiency and service delivery for the department.

**Measures of Success and/or Accountability**: Meets deadline for submitting monthly and quarterly reports. Respond to employees inquires in a timely manner.
