**Essential Responsibilities include, but are not limited to**:

- Review, create and process job requisitions for agency vacancy requests in HRIS (CAPPS), and post vacancies on internal and external sites including social media platforms.
- Review and ensure job postings complies with State Classification Plan, state and federal laws, and agency policies.
- Maintain applicant tracking in HR systems and databases.
- Provide status updates, recommendations and analysis to hiring managers.
- Provide technical assistance and guidance on the hiring process.
- Participate in recruitment, career and college fairs, representing the Agency and Human Resources division.
- Monitor social media sites and job boards.
- Maintain records for job postings and selections including electronic or hard files; follow record retention schedules; ensure records are available for auditing purposes.
- Identify new opportunities for key process improvement initiatives that help improve the recruiting strategy, and provide recommendations.
- Serves as back-up to monitor and process employment mailbox.
- May execute recruitment strategies for Agency vacancies.
- May assist with or coordinate manager training on hiring processes, CAPPS Recruit, and HR systems for talent management.
- Collaborate with divisions on their temporary staffing needs and acts as the ERS liaison with temporary staffing agencies.
- Maintain information and correspondence; track and report performance of temporary staffing agencies.
- Partner with internal support teams to process incoming and outgoing temporary staff and contractors.
- May serve as back-up to facilitate on-boarding of temporary staff and contractors.
- May assist with the Agency employee engagement activities with Executive Office and Division employees on a routine basis.
- May assist with maintaining and enhancing recruiting strategies, initiatives and workforce programs.
- May assist with updating hiring procedures and process as needed.
- May assist in maintaining job descriptions.
- May assist with tracking and reporting of talent management and engagement activities.

As a HR Specialist IV, perform all essential functions as level HR Specialist III with an increased level of responsibility, complexity, and impact of work performed and also:

- Provide counsel to hiring managers on job posting details with regards to compensation.
- Maintain recruitment and hiring procedures and processes on internal and external sites.
- Create and coordinate to execute recruitment strategies for Agency vacancies.
- Perform end-to-end recruitment and selection processes for high-impact and senior-level positions within the organization
- Actively engage in the analysis and strategic initiatives pertaining to talent acquisition deliverables.
- Stay informed about talent acquisition trends, methodologies, and initiatives at the local, state, and national levels.

1) Graduation from an accredited senior high school or equivalent, plus 90 semester credit hours up to a bachelor’s degree (depending on classification level) from an accredited college or university. Each year of human resources experience over the minimum required may be substituted for one year (30 semester hours) of required college credit.

2) Three (3) to four (4) years of experience (depending on classification level) as a recruiter, talent specialist, or similar roles with related experience.

4) College course work in human resources management, business administrator or similarly related field, preferred.

5) Experience with CAPPS Recruit or similar applicant tracking software.

6) Experience working with a government classification plan.

7) Current certification in one of the following:
a. Professional Human Resources (PHR)

b. Senior Professional Human Resources (SPHR)

c. Society of Human Resource Management Certified Professional

d. Senior Certified Professional (SHRM-CP, SHRM-SCP).
