**JOB SUMMARY**:
Under the general direction of the Director of Water Resources, performs complex water resource management tasks related to water supply and water quality, including groundwater production, land management, environmental planning, regulatory compliance, and facility design and maintenance. Includes the administration of contracts and the management, development, review and evaluation of projects. Supervises staff and oversees the work of consultants. Incumbent works independently by selecting work methods from a variety of professionally accepted methods or procedures, resolves technical problems and supervises non-professional staff.

**ESSENTIAL FUNCTIONS**:

- Plans, manages and develops procedures for the operation and maintenance of water production activities on the Warner Ranch, including the Henshaw Dam and reservoir, and the well field-pumping project. Assure the operational efficiency of the wellfield by analyzing data, developing appropriate maintenance systems, schedules and procedures, and managing maintenance operations.
- Administers the District’s dam safety and monitoring program requirements; maintain and update the District’s Emergency Action Plan (EAP) for Henshaw Dam. Prepare and implement plans, reports, and procedures as required under the District’s dam safety and monitoring program and California Division of Safety of Dams requirements. Conduct regular exercises of the EAP.
- Supports District efforts to monitor and control harmful algal blooms (HABs) in Lake Henshaw; oversees projects to manage HABs. Periodically collects and analyzes water quality data.
- Implements District policy to manage environmental programs and land use of the Warner Ranch and ensures regulatory compliance.
- Serves as project manager for District projects on the Warner Ranch.
- Works with other District departments/sections and governmental agencies and responds to routine inquiries from community groups, member agencies and the public concerning District projects.
- Reviews the construction of facilities for conformity with plans and specifications. Makes construction site inspections to follow project progress and resolves problems related to plans, materials and workmanship, and reviews change orders and obtains necessary authorizations.
- Keeps maintenance records for facilities and equipment on the Warner Ranch.
- Drafts scope of work and requests for proposals for consultant and contractor services. Review proposals and make recommendations regarding best-qualified firm based on specifications developed for the project.
- Oversees the work of consultants; manages consultant contracts. Participates in status review meetings with professional services consultants.
- Performs financial and statistical analyses and generates reports.
- Prepares reports to the Board, makes oral presentations and participates in stakeholder meetings, administrative hearings or related investigations as a representative of the District.
- Supervises, evaluates and facilitates the professional development of reporting staff; positions supervised may include:

- Water Resources Supervisor
- Water Resources Aide(s)
- Performs other work as assigned.

**QUALIFICATIONS**:

- This position requires a minimum of a Bachelor’s degree from an accredited college or university with a major in geology, biology, land management, planning, engineering or related field and five years of progressively responsible experience.
- The possession of a valid California Registered Civil Engineering license is desirable.
- Must have supervisory experience.
- Must have a valid California driver's license and be acceptable to the District's automobile liability insurance carrier.
- Must establish and maintain effective working relations with District personnel and promote good relations with stakeholders and the public.
- Must have education or experience in the following:

- Civil or environmental engineering, hydrology, groundwater, limnology, and/or water treatment.
- Working with governmental agencies, diverse community groups, and the public.
- Advanced English grammar and word usage, punctuation, spelling and principles of report writing and correspondence.
- Federal, state and local laws and regulations pertaining to environmental protection, land use, water quality and water resources.
- Must demonstrate the skills necessary to:

- Perform complex engineering, statistical analysis and/or modeling activities utilizing a variety of technically sophisticated software.
- Maintain complex and accurate records and files.
- Exercise initiative, sound judgement, tact and political sensitivity as appropriate, to resolve issues.
- Assign, schedule and monitor the work of subordinate staff.
- Prepare clear, comprehensive and persuasive oral and written reports.
- Collaborate effectively with diverse stakeholder groups.
