**Hourly Pay: $39.39 - $47.88 ($81,933 - $99,590 Annually)**
**JOB SUMMARY**:
Under the direct supervision of a Construction Supervisor, works in a crew engaged in the construction and maintenance of District structures, water mains and appurtenances. Applies all standard safety practices.
**ESSENTIAL FUNCTIONS**:
1. Performs hard physical labor and works as a member of a crew in the construction, maintenance and repair of water mains, service laterals, fire hydrants and other appurtenances within the District’s potable water system.
2. Operates and maintains all types of heavy and light equipment including, but not limited to, backhoes, excavators, dump and boom trucks, wheel loaders, skid steers, asphalt grinders and rollers, jackhammers and soil compactors.
3. Transports equipment between District yard and various work sites as needed.
4. Assists the Senior Construction Worker in training District employees in the proper operation and maintenance of all equipment and trucks.
5. Assists in the layout of jobs at construction sites.
6. Reads and interprets all grade stakes and various improvement plans.
7. Performs water distribution related tasks such as emergency and scheduled shutdowns, including notifying customers and other affected parties and/or agencies and ensuring District compliance with its National Pollutant Discharge Elimination System permit.
8. May be required to work evenings, nights, weekends and holidays as a District Duty Officer or Duty Crew member.
9. Assists with the coordination of Class A driver training and Biennial Inspection of Terminals scheduling with District employees.
10. Performs related work as assigned.
**ESSENTIAL FUNCTIONS AS DUTY OFFICER**:
This position acts as Duty Officer, assuming full responsibility on weekends and after normal business hours. The Duty Officer has responsibility for:
- Giving direction to and supervising the work of employees and crews involved in emergency repairs of the District’s distribution system, including the authority to make recommendations, through the chain of command, to the General Manager to rate the performance and need for discipline of crew members who worked under their authority.
- Under the direction of the District’s Director of Operations and Field Services, has the delegated authority to make all operational decisions affecting the District’s water distribution and treatment system and facilities.
- Monitoring pumps and related flow and pressure control and storage facilities manually or by using a supervisory control and data acquisition (SCADA) system.
- Performing scheduled and emergency shutdowns, overseeing flushing and water quality sampling activities.
- Investigating customer complaints.
- Initiates the Report of Damage process for all incidents where the District is potentially responsible for causing damage to property of others and/or where a responsible other party has damaged District property. Works closely with the Safety and Risk Administrator to insure that the District’s interests are protected.
- Duty officers are required to reside in a location in which they can report to the District’s headquarters facility within 45 minutes of normal drive time as determined by the method approved by the General Manager.
