Health Program Administrator 1

**Minimum Qualifications**
Current New York State Department of Health employee with permanent or contingent permanent, competitive status as a Health Program Administrator 1, Grade 23. OR: New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law.
**Duties Description**
This Health Program Administrator 1 (HPA 1) will work within the Bureau of Community Enrollment and Eligibility Processing to provide support for expansion and eligibility initiatives related to Medicaid policy, with a focus on some of New York’s most vulnerable populations, including incarcerated individuals, and justice involved youth.
Specific duties and responsibilities may include, but are not limited to:
- Provide technical assistance to local social service districts, state agencies, clients, health care providers, advocacy groups, and professional organizations.
- Assure compliance with State and Federal regulations related to eligibility.
- Assist with the transition of program operations from the local social service districts to NY State of Health.
- Oversee staff working with Department of Corrections and Community Supervision, New York City Department of Correction and New York State Division of Criminal Justice Services to coordinate Medicaid for incarcerated individuals.
- Coordinate with the Office of Children and Family Services on Medicaid for juvenile involved youth.
- Assist in the review, development, analysis and interpretation of legislation, rules and regulations, and policy statements relating to Medicaid and other public health insurance programs.
- Supervise subordinate staff.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
