The Payroll and Leave Specialist performs routine payroll duties on a professional level. This position verifies payroll data and changes, and processes weekly payroll through an HRIS system. In addition, this position is responsible for leading the full leave of absence cycle within the guidelines of federal and company policies. Assist as needed in areas such as but not limited to audit preparations.

**ESSENTIAL SKILLS**:

- Professionally represent HCESD11 at all times.

**RESPONSIBILITIES AND DUTIES**:

- Administration of weekly payroll
- Manage and administer payroll processes for ESD11
- Timely and efficient processing of company payroll every pay period
- Resolve issues and answer payroll related questions staff has about wages, deductions, attendance, and time records.
- Ensure accuracy of payroll by maintaining database with updates in employee status changes, tax withholdings, child support, wage garnishments, benefits deductions, and paid time off.
- Pay tuition reimbursement
- Works with Scheduler to resolve discrepancies in timesheets.
- Collaborate with Finance to coordinate payroll funding requirements
- Reconcile and verify quarterly and year end reporting including 941s and W-2s
- Provide ad hoc reports as needed
- Leave Administration
- Manage the leave administration process from employee’s initial notice of the need for leave to the employee’s return to work.
- Gather and ensure completion of required paperwork, including medical certification, determine leave eligibility, designate, or deny leaves as appropriate, recertify leave, and track and account for leave time used.
- Provide appropriate and required leave information to employees, verbally and in writing. Advise employees on the interaction of leave laws with paid time off, and short-term and long-term disability benefits.
- Maintain complete and accurate records of leaves and related information. Preserve confidentiality of employee medical documentation and files.
- Manage workflow to ensure all leave transactions are processed accurately and timely, including reporting hours each pay period, tracking leave time, and notifying employees of expirations and need for recertification.
- Ensure HRIS and other system date is current.
- Evaluate, ensure compliance with, and provide consultation on compliance on leave-related issues (FMLA, ADA, etc.).
- Coordinate with the Director of People Operations for intermittent and reduced-schedule leave usage, opportunities for ADA or other accommodations, medical second opinions, and communications with employees and managers.
- Process and oversee workers’ compensation documentation, and status reports.
- Ensure clarity regarding work restrictions for workers’ compensation case by consulting with medical treatment providers.
- Educate employees about workers’ compensation procedures and policies.
- Keep abreast of applicable federal, state, and local leave and related laws.
- Ensure confidentiality of payroll and all other discretionary information.
- Generate reports from the HRIS as needed.
- Other duties as assigned.

**WORKING CONDITIONS**:
ENVIRONMENT:
Typically an office environment with adequate lighting and ventilation and a normal range of temperature and noise level.

PHYSICAL REQUIREMENTS:
Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The worker is required to have close visual acuity to perform an activity such as viewing a computer and extensive reading. Involves sitting most of the time but may involve walking or standing for brief periods of time.

**MINIMUM REQUIREMENTS**:

- High School diploma or GED
- At least three years of Human Resources generalist experience.
- Specific prior experience in the areas of recruitment and payroll.
- Knowledge of state and federal payroll, FLSA, FICA, and FUTA.
- Excellent communication and presentations skills, both written and verbal.
- Excellent organizational and prioritizing skills.
- Ability to manage several tasks simultaneously and accomplish a large amount of work.
- Ability to reason carefully and make decisions quickly.
- Intermediate to Expert knowledge of Excel, Word, and PowerP
