**Qualifications**

**KEY QUALIFICATIONS**
- Experience making purchases, interpreting purchasing policies and/or reviewing purchasing documents for TCEQ, another State Agency/University, or similar state subdivision.
- Experience using the Uniform Statewide Accounting System (USAS), CAPPS Financial or other accounting/budget tracking systems used by a State of Texas Agency\University.
- Experience with purchases using a Texas Procurement Card (State Credit Card) as the card holder and\or reviewer of related documents.
- Completion of a Certified Texas Contract Developer Course or Certified Texas Contract Manager Course, or historical equivalent and\or Current Certification with the State of Texas as a Certified Texas Contract Developer or Certified Texas Procurement Manager.
- Completion of the Basic Texas Purchaser Course.

**HERE’S WHAT YOU’LL BE DOING**...
- Provide senior-level purchasing support for the Water Supply Division (WSD) of the Texas Commission on Environmental Quality (TCEQ).
- Coordinate purchases of equipment, materials, supplies and services for the Division serving as the primary point of contact with vendors, Procurement and Contracts and Financial Administration regarding Division purchases; research available suppliers; solicit, evaluate, tabulate and award bids; prepare and review purchasing reports for the WSD; interpret Division and Agency purchasing policies and procedures, and advise management on state and agency purchasing requirements. Monitor the receipts of goods, checks for damages, and prepare related documents for the Division.
- Track and maintain inventory of Division purchases, maintain spreadsheets, databases, logs, and files to include documenting activity related to each purchase, and track expenditure levels. Review invoices and reports associated with purchases; reconcile expenditures, identify incorrect payment activity, verifying and correcting errors; ensure documentation is entered into the agency purchasing system in an accurate and timely manner; and ensure compliance with purchasing guidelines and the Prompt Payment Act.
- Coordinate with the Division Budget Liaison to analyze and research expenditures patterns, make recommendations, review/prepare reports, participate in meetings and projects regarding budget and identifying budget deviations and problems related to purchases. Coordinate with the Division Contract Specialist and Grant Specialist for projects and tasks related to contract procurement and management and grant coordination.

**EDUCATION & EXPERIENCE**
- Four years of full-time experience in procurement.***

**OR**
- Five years of full-time experience in administrative capacity* involving purchasing experience and responsibilities.
- Administrative capacity is work where primary duties consist of performing administrative tasks of an office; excluding work such as clerical, secretarial, sales, equipment operations, and manual labor.

**OR**
- Fifteen semester hours from an accredited college or university may be substituted for each of the six months of the required experience.
