*Teleworking opportunity is available.*- The BA IV reports to Contracts Oversight Manager (COM) and serves as a principle resource for the CFO business areas. Activities for this position include working on agile/scrum teams of contracted software vendors to implement system changes; developing guidelines, procedure, and policies; performing analysis of systems and business processes to ensure alignment with business requirements; overseeing, developing, and translating business requirements for solicitations and contracts; performing project management tasks; leading and/or participating in internal and external stakeholder discussions to provide and track work performed on solicitations and contracts.
- Additional responsibilities include managing contracts and analyzing agency functions and activities being considered for conversion to contract operations; conducting analyses; preparing comprehensive and technical records and reports to present and interpret data; and participating in special projects. The position may also analyze new or proposed legislation or regulations to determine their effect on program operations and management.
- This position works under mínimal supervision, with extensive latitude for the use of initiative and independent judgment to implement complex program initiatives.**Essential Job Functions**:
Performs business analysis of multiple interrelated systems and business processes to ensure alignment with business operations. Coordinates with internal and external stakeholders to develop system requirements and business processes that align with strategic goals and objectives. Recommends and oversees the development and integration of new operational or systematic methods and procedures to improve and resolve identified issues. Researches and analyzes state and national trends, policy issues, proposed legislation, regulations, and rules to assist with the development of business requirements. (30%)- Conducts contract management and monitoring functions including the development of complex technology solicitations, development and management of managed service contracts. Works with agile/scrum teams to oversee the agency’s Joint Application Design (JAD) sessions and monitors User Acceptance Testing (UAT) tasks. Documents project work through reporting tools, monitors deliverables, and oversees vendor invoicing as needed for the contracts. (20%)
- Develops and maintains internal tools to track and monitor the progress on solicitations and contracts. Gathers, analyzes, and documents business processes, and problems to automate or improve existing systems; elicits and documents business needs for new systems, and creates reports, forms, and dashboards. (20%)
- Updates or amends existing administrative policies, procedures, and objectives, related to complex requisitions and purchases, obtaining training resources, and subscription services. Reviews and evaluates recommendations for improvement and corrective action to standardize or improve organizational systems. (5%)
- Coordinates procurement processes for complex and major procurements, including facilitating between Provider Finance, Procurement and Contracting Services, Office of Chief Counsel. Ensures compliance of departmental activities with HHS policies and procedures and state procurement laws. (5%)**Knowledge Skills Abilities**:
Knowledge of standard business analysis concepts and practices; procurement and contract life cycles; agile software development life cycles; current technology solutions (e.g., Software-as-a-Service, chat features, call center management, etc.); organizational development; state and health and human services procurement processes; and state and federal procurement guidelines.
- Skills in advanced critical thinking and problem solving; verbal and written communications, developing and editing advanced written documentation, policies, procedures, and reports; conducting research and analyzing and aggregating data; using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and advanced ability to operate a computer and applicable software.-
**Registration or Licensure Requirements**:
Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) or the ability to obtain CTCM/CTCD within 6 months within the position.

**Initial Selection Criteria**:
Graduation from an accredited four-year college or university with major course work in information technology, business administration, or a related field. Experience and education may be substituted on a year for year basis.
- Experience in developing business or technical requirements for automated systems.
- Experience facilitating review of business or technical requirements with stakeholders.
- Minimum of 2 years of experience in purchasing or contract management.
