Job Summary

This position is located in the District of Columbia, District Department of Transportation (DDOT), Performance Administration, Information Technology Division. The Division is responsible for carrying out the District Department of Transportation's responsibilities in designing, implementing, and operating a department-wide Geographic Information System (GIS) and Spatial Data Systems: The mandate is to successfully manage and direct the Spatial Data Systems/GIS Office.

Incumbent serves as the Chief Geospatial Data Systems Division and reports directly to the Chief Information Officer for the Information Technology Division with a staff of five to eight subordinate professional IT employees in grades CS-9 to CS-14.

Duties and Responsibilities

Incumbent provides the full range of managerial leadership and technical and administrative supervision over a subordinate staff of Information Technology (IT) and GIS specialists in grades 9 to 14. Incumbent sets goals, objectives, and priorities for the office. Identifies short- and long-term staffing needs, to ensure effective program implementation. Selects, trains, and motivates subordinates. Plans and maintains work schedules and sequence of operations. Assigns and coordinates work among units and/or employees equitably; provides instructions and explains work requirements, guidelines, policies, methods, procedures, objectives, and timeframes. Provides full and final technical review of work . Makes changes in the organization of work or assignment of functions to positions to improve workflow. Sets or participates in the setting of performance standards. Keeps employees informed of management's goals and objectives. Receives grievances and resolves technical and administrative problems and concerns. Holds corrective interviews with subordinates as appropriate and as necessary recommends disciplinary actions. Approves and disapproves leave. Recommends promotions, awards, reassignments, and other status changes or recognitions. Where labor-management agreements exist, deals fairly with union representatives and employees. Plans, organizes, and manages the development and expansion of the citywide DDOT Geographic Information System (GIS).

Coordinates with GIS project managers in other District and Federal agencies and private organizations--such as utilities, Office of the Chief Technology Officer, state DOT GIS directors, real estate associations, and the Metropolitan Washington Council of Governments--in the design, implementation, and operation of the DDOT GIS. Serves as the Contracting Officer's Technical Representative (COTR) for contracts providing products and services required for the creation, expansion, and maintenance of the GIS, and tracks budgets, schedules, staffing, and quality control. Provides advice on geographic information system (GIS) policy to the DDOT Associate Director/Administrator for Information Technology, and to the DDOT Director Chairs the DDOT GIS Coordinating Committee. Establishes GIS policies, standards, and procedures as part of the District Information Resources Management Policies and Standards Manual. Reviews GIS budgets and projects proposed by other partners and DDOT Administrations to assist with fiscal year budget formulations sufficient to assist with proposing budget requests for the next fiscal year and to provide updates to projects and remaining budget. Provides oversight on the development of GIS policy to the DDOT databases in District administrations and manages or oversees the development of interagency and multiagency applications. Negotiates with agencies in establishing the necessary hardware, software, policies, and procedures for providing outside access to agency digital maps and related databases, and in resolving issues concerning agency data accuracy and accessibility.. Performs other related duties as assigned.

Qualifications and Education

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

GIS related Education and/or Experience preferred.

Licenses and Certifications

PMP, PMI, or ITIL certifications preferred.

Must possess and maintain a valid driver’s license.

Working Conditions/Environment

The majority of the work is in an office setting. The work is primarily sedentary, requiring no special physical demands.

Pay Plan, Series and Grade: MS-2210-15

Duration of Appointment:  Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit:  This position is not covered under a collective bargaining unit.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Position Designation:  This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual Chapter 12. As such, your service maybe required in emergency situations to perform crucial duties, , snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties maybe performed when the government is closed or when most employees are dismissed early.
