**Duties**:
The Supervisory Management and Program Specialist (Chief of Monitoring & Evaluation) performs the following major duties:

- Serves as monitoring and evaluation (M&E) leadership for Office of Overseas Programming and Training Support (OPATS) and consults with other OPATS divisions, other offices, and regional and post staff on a variety of M&E topics, including the advancement of the programmatic M&E strategy aligned with the programming, training, and evaluation (PTE) cycle and regularly represents OPATS at coordination meetings.
- Advises leadership and directs M&E efforts to meet federal mandates and Agency and Strategic Plan requirements and stays abreast of practices and trends to proactively incorporate into M&E activities.
- Ensures data products and associated communications regarding Peace Corps' programmatic work is accurately and appropriately packaged for dissemination to relevant internal and external audiences.
- Develops, implements, and reinforces effective and positive working relationships with diverse M&E partners both inside and outside of the organization
- Provides support, expert advice, and counsel as well as the administrative and technical supervision necessary to accomplish the assigned work in the M&E division of OPATS.
- Sets clear priorities for the M&E division to meet internal and external expectations.
- Ensures Volunteer Reporting and Grants (VRG) system management, maintenance, and enhancements align with Agency priorities and meet Agency and federal data governance standards.
- Reviews productivity of M&E division in all areas, monitors problem areas, and oversees implementation of solutions that will eliminate them.
- Works closely with the Chiefs of Programming and Training (ChPTs) in Regions, OPATS, and OGHH, as well as the OPATS Senior Advisor to plan and implement global programming, training, and evaluation guidance, processes, and resources that are practical and field friendly.
- Establishes routine feedback loops for assessment of programming and training approaches to ensure learning is incorporated into programming and training strategies.
- Identifies policy recommendations and guidance for the OPATS management team to ensure that Peace Corps' monitoring and evaluation goals are achieved with an integrated approach to programming, training, and evaluation.
- Coordinates policy development, implementation, and adjustment in global M&E-related training with OGHH and Regions.

- All new employees are required to certify and submit a state of understanding acknowledging adherence to the Peace Corps condition of employment prior to day 1 of employment with the Peace Corps.
- This position requires a public trust background investigation.
- This is not a bargaining unit position.
- A one-year probationary period is required.
- A one-year supervisory probationary period is required.
- Travel within and outside the country of assignment is required.
- The initial appointment to this position cannot exceed five years.

**Specialized Experience at the FP-02** **(GS-14)**: To be mínimally qualified for this position at the **FP-02** level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, **FP-03** or** GS-13** level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. **Specialized experience includes all of the following**:

- **Supervising or managing a team, ideally of technical experts on monitoring and evaluation;**:

- **Leading project management in support of strategic planning at the organizational or agency level.*
