Duties

This position is located in the Human Resources (HR) Section of the Executive Office (EXO) within the Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission. Within EXO, the HR Section manages all human resources services, including staffing, classification, training, benefits, and payroll.

As a Human Resources Specialist (Policy), responsibilities of this position will include, but are not limited to:
Developing civilian HR policy.
Ensuring ATR HR policies comply with DOJ and OPM statutes, policies, regulations, and guidance.
Identifying HR goals and priorities.
Establishing and maintaining a data and reporting system.
Performing analysis on ATR HR programs.
Planning, directing, coordinating, and expediting special projects.
Representing ATR with external working groups regarding HR matters.

**Qualifications**:
To qualify for this position at the GS-14 level, your resume must reflect at least one year of specialized experience equivalent to the GS-13 level. Specialized experience is experience that has provided you with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described above, and that is typically in or related to this position being filled. This experience must be identified in your resume.

Examples of qualifying specialized experience at the GS-13 level include:
Performing analysis on human resources programs to identify the need for changes to established practices, procedures, or processes;
Evaluating personnel reports by analyzing facts and performing appropriate research;
Developing policies and guidance to implement changes to human resources programs;
Recommending solutions to human resources issues;
Interpreting human resources laws, rules, regulations, and policies for others;
Providing advice to senior leadership on procedural and legal human resource requirements and actions; and
Representing human resources programs as member of external task forces and working groups.
