- The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions. _

Job Summary:
The Facilities Program Manager serves in a staff capacity to the Construction and Facilities Management Officer (CFMO) and the Deputy. The position performs duties in conjunction with the Design and Project Management Director and fills in where needed when he/she is not available. This position directs and performs a wide range of design, planning, and project management activities in support of the CFMO's roughly $30M budget, particularly in the areas of sustainment, restoration, modernization (SRM) of facilities. Supervises and mentors a staff of five construction project managers. Oversees a complex program of planning, administering, and executing construction and modification to all facilities in the AZARNG, as well as difficult, congressionally tracked program of major and minor Military Construction (MILCON). Partners with stakeholders at the federal, state, and local levels to facilitate a shared vision and provides managerial data and assessment to assist internal stakeholders with peripheral tasks associated with construction efforts. Ensures proper use of appropriated and non-appropriated federal and state funds in adherence with fiscal law, federal, and state regulations. Oversees integration of environmental compliance and awareness into all SRM and new construction projects.

Job Duties:

- Reviews and mentors project managers on plans, specifications and construction contract documents to ensure compliance with Federal, State, and municipal codes, regulations, and ordinances. Oversees all phases of construction of new buildings as well as the sustainment, restoration, and modernization (SRM) of current facilities; an inventory of almost 400 geographically dispersed buildings.
- Supervises project managers in all aspects of statewide construction and SRM; facilities proper contractual training and adherence. Aggressively manage a multi-million-dollar construction budget to best implement TAG priorities and vision. Directs staff in the meticulous tracking of all construction projects, which includes accurate estimating, prioritizing, updating and close-out; helping ensure future federal sustainment funding is granted by National Guard Bureau (NGB).
- Partners with Planning and Programming (P&P) Department in crafting annual documents necessary to request Congressional approval of future of future major and minor Military Construction (MILCON). Provides strategic input and guidance to P&P regarding long term construction and facility planning. Real Property Planning Board actions and other AZARNG leadership priorities related to facility usage and stationing of units statewide.
- Directs AZARNG leadership in decision-making related to construction timing and impacts to large unit moves throughout the state. Inspects and directs project managers on all construction projects to ensure compliance with federal, state and local laws, permits, and regulations. Develops project managers to collaborate with P&P for project close-outs and auditable project folders.
- Oversees contracting process for construction projects (collaborating with State Accounting), analyzes and crafts an annual Capital Improvement Plan and Building Renewal budget for the Arizona Legislature in an ongoing effort to fund construction. Ensures project managers are trained and capable in necessary project tracking and funding software platforms.
