**Location Description**: We are in beautiful Coastal Virginia in the Hampton Roads area where there’s much to see and do year-round. **Division Description**: PKF supports a diverse range of programs for United States Air Force Central Command (USAFCENT) and provides cradle to grave contract execution and management. Our mission is to provide dynamic acquisition solutions and advice to enable the USAFCENT mission to deliver decisive air, space, and cyberspace capabilities for the United States Central Command (USCENTCOM), ally nations, and America. PKF is made up of three Branch’s PKFA, PKFB, and PKFC all branches support programs valued more than $2B. These branches are led by a Branch Chief and are made up of Lead Contracting Officer positions and 4 to 6 Contract Managers per branch. This Lead Contracting Officer vacancy is in the PKFA branch.

**Position Description**: Lead Contracting Officer in PKF, serves as a business advisor with an unlimited warrant, providing advice and guidance.

**Position Tasks**: Employee plans and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects; and guides technical and programmatic work of team members in comparable junior grades. Completed work and reports are reviewed for feasibility, compatibility with other work or effectiveness in meeting requirements or expected results. Plans, develops and establishes the acquisition strategy for the overall program, functions as the lead negotiator throughout the process. Establishes milestones for coordination through functional leadership and support organizations/agencies. Performs post award functions for complex, high monetary value, long term acquisitions for major weapons systems, subsystems, equipment, field support, sustainment, and/or related RDT&E involving a variety of contract types, investigation and resolution of contractor delays, contractor performance appraisals, subcontractor surveillance, disposition of claims, and similar matters. Negotiates and prepares contract modifications and supporting documents for all contract actions including termination. Recommends or issues cure or show cause notices in accordance with delegated authority. Determines liquidated or actual damages for nonperformance and/or recommends termination action. Analyzes price and cost elements of the proposed change(s) and obtains audits when required. Is required to serve as a contracting officer. Represents the organization with a variety of installation and functional area organizations. Provides customer guidance and training. Determines appropriate recommendations for unresolved or questionable problems and performs follow up.

**Position KSA's**:
1. Professional knowledge of a wide range of Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to pre award and post award actions for a variety of complex contracts for unique services, commodities, and/or construction.

2. Knowledge of the business environment (e.g. economic trends, awareness of commercial business practices, standards, mergers, and acquisitions, etc.) to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact finding/market research.

3. Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems.

4. Knowledge of contract negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost
