Building Services is responsible for all aspects of maintenance, custodial services, grounds, and environmental management services, as well as capital improvement projects, for Albemarle County Public Schools’ schools and facilities.

**GENERAL DEFINITION OF WORK**:
Responsible for providing strategic leadership, management, and direction of the Building Services Department, including custodial, maintenance, environmental, and capital improvement services for all of the school division’s facilities and grounds. Ensures the attainment of the goals of the School Division’s strategic plan as related to the Building Services Department functions and incorporates accountability measures for oversight of policies and programs.
**ESSENTIAL FUNCTIONS**:
- Develops, recommends, implements, administers, and communicates policies, procedures, and practices to guide all activities related to facilities and grounds to meet the strategic and operational aspects of facilities for the School Division;
- Ensures that all facilities are in compliance with state and federal laws and regulations and Board policy;
- Leads, trains, motivates, and listens to department staff and provides guidance, direction, consultation, and assistance as needed;
- Administers a comprehensive training program for the staff; provides necessary instructions to staff in developing best practices and techniques in training for new hires and existing employees;
- Supervises and coordinates a comprehensive facilities maintenance and custodial program which includes;
- Develops and implements procedures and standards for adequate maintenance, cleaning, and disinfection to ensure a safe environment for all students, staff, and community members;
- Develops a preventative maintenance program to extend the useful life of equipment and other capital assets;
- Coordinates work order requests and manages such requests in priority order and to timely completion;
- Selects and purchases supplies and equipment;
- Negotiates school division maintenance and service contracts;
- Reviews fire and safety inspection reports and ensure that safety hazards are corrected;
- Develops and maintains staffing ratios to ensure equitable levels of service to all schools and facilities;
- Develops and implements an in-service program of custodial and maintenance service and educates the staff in modern efficient methods for delivering custodial and maintenance services;
- Regularly inspects and evaluates the condition of facilities to ensure division-wide standards are met and facilities are maintained equitably;
- Leads the school division’s Capital Improvement Program (CIP) to include;
- Plans, prepares budgets, and implements Capital Improvement Projects including selection of architects, securing bids, awarding and management of contracts, implementing cost control measures, and reviews of construction plans and specifications to assure contractual compliance;
- Assists the Director of Budget Planning in the development of capital improvement project requests including preparing cost estimates and feasibility studies for potential projects;
- Develops and implements a 10-year capital maintenance/replacement program including but not limited to roof replacement and HVAC upgrades;
- Serves as the school division representative with all necessary agencies to ensure that all requirements are met in order to begin construction;
- Responsible for leading any necessary land acquisition including working with property owners and attorneys in acquiring contracts between the board and property owners;
- Serves as a member of specialized committees as necessary and represents the Superintendent and school division in matters concerning County Planning and Development;
- Coordinates with instructional personnel to ensure the capital improvement program adequately supports the learning environment;
- Stays apprised and implements advanced building operating concepts to include energy conservation and incentive programs;
- Develops and implements a comprehensive environmental and energy management program in support of School Board Policy EBAC (Environmental Management) and Policy FEH (Energy Management and Conservation Policy);
- Partners with the Department of Technology to identify, deploy, and protect critical infrastructure and develop preventative maintenance and life cycle plans for those systems;
- Promotes the effective use of technology and systems required for modern facilities
