**Description**

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. This position is with our Financial Management Department.

Performs highly complex (senior-level) financial analysis and regulatory work. Work involves compiling, reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

**Essential Job Elements**
- Prepares monthly internal and external reports. This includes querying and analyzing data from the of agency's accounting system (CAPPS) and other systems such as HUD's Disaster Recovery and Grant Reporting system (DRGR) and other reporting systems as needed. May include peer review of other's reports prior to submission to management.
- Prepares the monthly payroll allocation for federal grant awards. This includes assisting in the preparation of the associated ETV's, DRGR voucher adjustments, and any other corrections as needed.
- Assists the Federal Reporting, Analysis, and Grants team with tasks and duties associated with all grants for the Texas General Land Office. This could include assistance with expenditure transfer vouchers (ETVs), draw document compilation, status reports, analysis, as well as coordination with Federal Finance teams and other GLO program areas.
- Maintain standard operating procedures for various programs. Reviews business processes and ensures compliance with guidelines, procedures, policies, rules, statutes, state, and federal regulations for multiple programs under Federal Finance and makes recommendations for improvements, adaptations or revisions to the accounting system and accompanying procedures. Identify areas of improvement or needed change and make recommendations to improve operations, increase efficiency, and/or reduce required resources.
- Assists with Public Information Request (PIR) and audits. Assists with the preparation of PIR information requested and coordinates with internal and external areas to complete. Assists with the tracking of all requests. Assists with maintaining and reporting of status of audit request, coordinates/compiles requested information, assists in reviewing information for compliance and completeness and updates senior management as needed.
- Prepares the update and maintenance of analysis related to Earned Federal Funds (EFF). This includes the overall summary of EFF position, draw requests, expenditure, and revenue levels, and preparing corrections as needed.

**Qualifications**

**Minimum Qualifications**
- Graduation from an accredited four-year college or university with major coursework in accounting, finance, or a related field is generally preferred. Education and experience may be substituted for one another.
- Three (3) years of full-time experience working in the following (or closely related) fields: accounting, auditing, budget preparation/analysis, financial, statistical analysis, business, public administration, or closely related experience.
- One (1) year of full-time experience with Texas statewide accounting/budgetary systems: Uniform Statewide Accounting Systems (USAS) and Centralized Accounting and Payroll/Personnel System (CAPPS) performing one or a combination of any of the following: general financial/accounting functions, financial reporting, budgeting, reconciliations, or financial statement audit duties.
