**SUMMARY***

In accordance with Recovery Network of Programs (RNP) Mission Statement, Philosophy of Client Care and Code of Ethics as stated in the Personnel Policies and under the supervision of the Chief Clinical Officer, the Department Head of Outpatient Services oversees day-to-day activities of one or more specialized programs which are determined to constitute the department.

**CORE FUNCTIONS**
- Plans, directs, coordinates, trains and supervises Directors/Manager of RCS, Jay Brothers, SOBHC, APRN, PA and clinical staff in the day-to-day operations of the respective departments.
- Develops and implements program and agency growth strategies related to census improvement, interdepartmental referrals, revenue generation and community partnerships.
- Works with Department Heads to continuously assess level of interdepartmental referrals across the agency.
- Schedules, coordinates and facilitates regularly occurring team meetings to promote collaborative teamwork, program accountability and compliance with contractual requirements, case conferencing, program development and an enhanced system of care.
- Provides weekly updates to immediate supervisor regarding contract compliance, program milestones, achievements, and obstacles with proposed solutions.
- Review Electronic Health Records (HER) data a minimum of three times per week; addresses concerns and issues proactively and develop services, solutions and initiatives.
- Attends program staff meetings on a regular basis.
- Researches and monitors use of Evidence Based Practice models to ensure best practices.
- Ensures that reports are compiled, prepared and submitted in a timely manner to funding sources and departments within RNP as necessary.
- Ensures each program follows contract compliance with funding sources and regulatory bodies.
- Assumes an active role in continuous quality improvement meetings to ensure effective service delivery.
- Collaborates with RNP managers and administrators to promote improved systems with IT, Operations, Human Resources and Finance.
- Professionally represents RNP in meetings with other community providers and markets outpatient services in an effort to increase census and access to care.
- Work with Chief Financial Officer and Finance Department to ensure program is financially sustainable, assist in budget preparation, and review and provide feedback on financial reports.
- Submission of abstracts and presentations at state and national levels to promote agency growth and recognition.
- Attends RNP manager meetings.
- Assumes all other appropriate duties as deemed necessary by the supervisor.

**CORE COMPETENCIES***
- Licensed master’s degree in behavioral science and at least two (5) years of supervisory experience required; or equivalent combination of education and experience.
- Considerable knowledge of the principles or organizational function and administration of behavioral health services.
- Experience with program development.
- Proven interpersonal skills and supervisory ability.
- Considerable knowledge of federal and state laws and regulations regarding client confidentiality.
- Ability to establish and maintain cooperative professional relationships.
- Excellent communication skills.
- Considerable knowledge in the practice of integrated models of assessment, intervention and recovery.

**CERTIFICATES, LICENSES**

Incumbents may be required to secure professional certification and/or license.

A valid Connecticut driver's license is required.
