**Role Overview**

Performs skilled technical work in inspection activities related to site development regulations. Inspects construction projects to ensure compliance with approved comprehensive development plans, stormwater pollution prevention plans, residential building plans, and the like. Inspects and monitors erosion and sediment control measures to verify appropriate installation and proper maintenance. Provides technical information, both verbally and in writing, on a variety of environmental issues, including soil conditions, pollution prevention, and land disturbance activities. Work is performed under the limited supervision of the Development Services Director.

**Role Description**
- Leads the Code Enforcement division in the Department of Development Services.
- Hires, trains, manages, counsels and disciplines employees including coordinating schedules, recognizing and solving needs and problems, conducting performance appraisals and reviewing and refining job descriptions.
- Reviews all Land Disturbance and E & S permits in the software systems session for approval. The Program Manager will also approve the permits to be issued.
- Inspects single-family dwelling sites for proper Virginia Erosion and Sediment (E&S) Control laws and for County-controlled property setbacks, including initial and recurring inspections, as required. Performs final inspections for compliance of all erosion measures for determining bond release.
- Regularly inspects commercial sites and subdivision projects, as required, for E&S controls to ensure proper functions and conformance with state standards.
- Reviews single-family, commercial, and subdivision site plans. If issues are noticeable on the site plans for the zoning division, the Program Manager will notify the Zoning Administrator to review.
- Investigates E&S complaints for single-family, commercial, and subdivision sites; processes all related results and information for inspections and complaints; responds to complaints issuing properly documented Notice of Violation, Notice of Hearing, Notice to Comply, and the like.
- Investigates various complaints against County ordinances and trash and debris violations; responds to complaints by issuing properly documented notices of violation; issues orders and gathers necessary evidence for preparation of complex enforcement or complaint cases for court consideration; testifies in court, as required, as the issuing officer and expert witness.
- Is responsible for all bond information entry in the software system and all bond releases.
- Will perform all Special Uses Permit (SUP) inspections and send out letters as needed for these inspections.
- Enters all complaints into the complaint software system.
- Produces monthly reports on data related to this position. (Mainly bond and complaints, as the Assistant Administrative Manager pulls all monthly permit reports). These reports are sent to the County Administrator and Director (and possibly other staff).
- Provides assistance by answering questions and explaining technical and procedural requirements in person, over the phone, or through field consultation with the public, property owners, engineers, contractors, and others.
- Performs related tasks, as required.

**Knowledge, Skills, and Abilities**

Thorough knowledge of the various environmental codes and County ordinances; general knowledge of legal procedures related to the enforcement of ordinances and codes; ability to prepare factual and detailed reports for presentation; ability to enforce ordinances and regulations with firmness, tact, and impartiality; ability to communicate effectively, both orally and in writing; ability to exercise sound professional judgment; ability to make independent decisions in accordance with established policies and procedures; ability to read and understand plans and measurements using architectural or engineering scales; ability to efficiently operate standard office equipment, including multi-line telephone, copier, computer, and various software; ability to deal tactfully and effectively with citizens; ability to establish and maintain effective working relationships with colleagues and the public.

**Education and Experience**

High School Diploma with certifications and training as indicated in Special Requirements. Minimum of one (1) year experience effectively dealing with the public in code enforcement, law enforcement, planning, or investigations. Local government experience preferred. Other equivalent education and work experience may be considered in meeting the minimum education and experience requirements.

**Physical Requirements**

This work requires light to moderate physical effort with regular exertion of up to 25 pounds of force; work regularly requires walking, speaking or hearing, using hands to finger, handle, or feel, and reaching with hands and arms, and occasionally requires sitting, stooping, kneeling, crouching or crawling, and pushing or pulling;
