Deputy Director, Office of Logistical Services

**Duties**:
This position is located in the Office of Logistical Services (OLS), Office of the Chief Administrative Officer, (OCAO), United States Capitol Police (USCP).. The Deputy Director shares responsibility for planning, implementing, administering, evaluating and providing a high level of leadership in all aspects of a comprehensive logístical services management program for the USCP in support of the US Capitol complex. This includes establishing immediate and long term management and evaluation goals, developing and implementing program systems, internal controls, and action plans to achieve them; incorporating strategic goals and critical success criteria in the USCP strategic plan; and developing and recommending resource requirements for the program. Responsible for planning and implementing the complete range of management functions of OLS, including managing the budgets and funding in support of USCP's logistics program, and determining the most effective utilization of resources in meeting goals and objectives of the program.
Serves as the primary agency advisor on facilities and logistics programs and events. Advises senior management staff and officials at multiple levels of the USCP; senior staff of other Federal, state, and local government agencies; and private sector clients and vendors on facilities and logistics management matters for the agency. Advises on the appropriate methods and techniques to use in order to achieve program goals and objectives. Plans, manages and coordinates budgetary matters for the Office of Logistical Services consistent with the law, policies, procedures, precedents and best practices as they are applicable to the budget and planning operations of USCP. Coordinates the compilation of budget estimates and program requirements into a financial review and analysis process for top management officials. Establishes and maintains effective working relationships with various high-level individuals, including top level USCP management, AOC management, Members of Congress and other legislative and executive agencies concerning budget related issues for the Office of Logistical Services. Develops linkages between budget development and strategic planning efforts of the Office of Logistical Services to ensure that budget submissions support the strategic plan. Serves as the Office's top authority on budget execution matters, directing Office budget execution for multiyear substantive programs.

**Qualifications**:
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-13/GS-15: Incumbent must have at least 52 weeks of specialized experience to the CP-12/GS-14 level. Specialized experience is defined as 1) knowledge of regulations and guidelines, necessary to develop, recommend, and implement agency wide standards, guidelines, and directives for logistics support; 2) ability to analyze independently and resolve difficult Logistical Support Services management issues and problems; 3) ability to evaluate reports, regulations, and other relevant material sufficient to make recommendations; and 4) ability to evaluate the impact of cost, existing policies and procedures, and data processing requirements.
