Duties

This position will report to the Judicial Conference Secretariat Officer in the Judicial Conference Secretariat (JCS). The JCS is seeking a self-motivated, dynamic, and experienced Deputy Judicial Conference Secretariat to join its team. The JCS plays a vital role in supporting the Judicial Conference and its committees in their work of making national administrative policy for the federal judiciary. The Judicial Conference is a standing body of federal judges that serves as the national policymaking arm of the federal judiciary, setting national internal policies governing the operation of federal courts and federal defender offices, and making recommendations to Congress concerning legislation involving the judicial branch. The Conference conducts much of its work through a network of standing policy committees with jurisdiction over different subject areas, which are also staffed by personnel from the Administrative Office of the U.S. Courts (AO).

Headed by the Judicial Conference Secretariat Officer, JCS is responsible for providing staff services to the Conference and its Executive Committee, including professional and administrative support of the Conference's biannual sessions and more-frequent Executive Committee meetings, and for coordinating other AO staff who support the work of other Conference committees. The JCS activities are highly visible to numerous senior officials of the federal judiciary and high-level staff in the AO. The office is responsible for reviewing all policy proposals concerning the governance and administration of the federal judiciary that are presented to the Conference or its committees, and for supporting the advisory structure of judges and professional court personnel that advise the AO Director.

The incumbent will address inquiries from judges and others regarding policies and actions of the Judicial Conference and its committees, and provide procedural guidance and advice. The incumbent will take the lead in preparing agenda materials for the Executive Committee, supervising the guidance and support provided by JCS to committee staffers (which includes the vetting of policy proposals prepared by staffers for committee consideration), and overseeing the logistical and other administrative arrangements for Conference sessions and Executive Committee meetings. The incumbent will also assist the JCS Officer in carrying out various other functions of JCS, including participation in management decisions, delivery of staff services at Judicial Conference sessions, and acting in the Judicial Conference Secretariat Officer's absence.

The duties of this position include, but are not limited to:

  1. Supervising legal and non-legal professional staff and participating in management decision making in collaboration with the Judicial Conference Secretariat Officer.
  2. Supporting the Judicial Conference Secretariat Officer in providing legal and other professional staff support for the Judicial Conference of the United States and its Executive Committee.
  3. Responding to inquiries concerning Conference policy positions.
  4. Advising Judicial Conference and committee members on procedural matters.
  5. Identifying, researching, and analyzing relevant legal, policy, and factual issues that pertain to Judicial Conference policy making.
  6. Drafting and reviewing internal policies and regulations governing the administration of the judicial branch along with white papers; providing analysis and justifications for policy proposals; and working with other policy staff to address concerns.
  7. Monitoring policy work across different committees to avoid overlap and conflict; and promoting collaboration across myriad offices and stakeholders throughout the AO on cross-cutting policy issues.
  8. Overseeing the preparation and distribution of the consent and discussion calendars and other materials related to Conference sessions.
  9. Attending Judicial Conference sessions for the purpose of taking notes; and aiding in the preparation of preliminary and final reports of Conference actions and other proceedings.
  10. Attending Executive Committee meetings for the purpose of presenting issues and taking notes; and preparing Memoranda of Action reflecting decisions taken at those meetings.
  11. Drafting and reviewing other materials distributed to Conference members and the briefing book provided to the Chief Justice as Presiding Official.
  12. Providing additional support to the Judicial Conference Secretariat Officer who supports the AO Director and Chief Justice in the making of appointments to Conference committees and to special courts, panels, and boards.
  13. Providing leadership, support and assistance relating to the AO's court advisory process and the activities of advisory councils and groups.
  14. Identifying process improvements and changes to administrative procedures and protocols to create efficiencies while simultaneously safeguarding the work product of the Judicial Conference and its committees.
