Major duties include the following but are not limited to:

Assists the Director or Deputy Director in ensuring that the office effectively administers the labor provisions of bilateral and multilateral trade, investment, and development finance agreements and programs.

Serves as a senior staff advisor on such matters to the Director, Deputy Director, and ILAB's Office of the Deputy Undersecretary.


Overseas a dynamic team of international relations officers to monitor beneficiary countries' compliance with labor provisions of trade preference programs, investment agreements, and development finance programs.

Leads the preparation of remediation or engagement plans to bring countries into compliance with labor provisions of these agreements.


Formulates, with inputs from the team and in line with Office and Bureau policy, negotiating objectives and/or positions, including coordinating and developing official positions on assigned areas of work.

Develops and coordinates policies, directives, negotiating objectives, positions, plans, and strategies with other offices in ILAB, DOL, other U.S. Government agencies, and other stakeholders.

Ensures coherence between policy objectives, technical assistance, and research, using evidence to inform decisions and supporting efforts to strengthen monitoring and evaluation linked to decision-making.

Systematically evaluates the performance of technical assistance, engagement, remediation, negotiating, and other strategies and plans and using evaluation findings and recommendations to make appropriate adjustments to plans to ensure achievement of the office's intended objectives.

Represents the interests of DOL/ILAB/OTLA to others in formal negotiations and at international, interagency, and intra-agency working groups, committees, international meetings and conferences, and meetings with other USG agencies, foreign governments, employers and management organizations, and workers' organizations, especially on issues related to his or her own work areas.

Presents and clarifies U.S., DOL, and ILAB policies and positions; ensures that principals have the support they need for handling logistics for meetings, preparing documentation for meetings, preparing them to represent the organization, taking minutes at meetings, reporting out on meeting proceedings and decisions made, etc.

Takes responsibility for Division personnel matters such as the recruitment and selection of staff, performance and conduct issues. Ensures the timely delivery of high-quality technical outputs of the Division.

Monitors achievement of milestones, performance indicators, and workplans to ensure successful completion of deliverables and achievement of intended objectives.

Advises the Deputy Director or Director on the organization, structure, and work groups within the Division.

Coordinates work within and outside the division and with other entities outside the division, promoting cooperation and effective teamwork.
