**Duties**:
As a Legislative Affairs Specialist, you will perform the following duties:

- Provide expertise, advice, and assistance to senior ITA Staff on legislative matters of immediate interest and/or impact to ITA programs.
- Maintain liaison with various committees and task groups, other Federal agencies, state and local organizations, and other individuals and groups having an interest in ITA programs; and may be asked to represent Senior Officials on matters of special concern to the Department.
- Serve as a liaison and provide information with respect to communication between ITA and Congress, and coordinates effort with offices within ITA.
- Plan, assign, evaluate, and reward the work of subordinates; and develop performance plans (standards and requirements), i.e., conducting mid-year and annual reviews.
- Receive, review, act upon and/or distribute classified cables or classified reports; and prepare and analyze briefing materials for meetings and presentations with internal and external stakeholders, i.e., the Department of Commerce colleagues, Members of Congress, or congressional staff.
- Keep abreast of sensitive items of interest, compile findings, track external developments, position statements from the White House, the status of legislation and major activities that are reported to the public and private sectors
- Monitor legislation of interest to ITA and provide expertise on highly confidential and sensitive assignments that involve complex analysis and coordination.

**Qualifications**:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

**To qualify at GS-14 level**:
**SPECIALIZED EXPERIENCE**:You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:

- Serving as a technical expert/representative evaluating existing or new Federal legislation.
- Making recommendations to Management or Senior-level Officials on sensitive matters, i.e., legislation, classified cables, and related reports.
- Serving as a liaison or representative from Federal agencies or organizations to congressional, gubernatorial, mayoral offices or intergovernmental stakeholders.
- Developing and/or implementing legislative strategy.
- Coordinating or monitoring the work of others, i.e., planning, assigning, or evaluating work related to casework or legislative matters.
