Summary

This position is part of the Asst Secretary Office of Congressional and Intergovernmental Affairs, Department of Energy. As a Legislative Affairs Specialist, you will provide staff expertise, advice and support to Departmental officials in working and collaborating with Members, personal office staff, and committees of Congress to ensure the exchange of information between the Department of Congress.

Duties

At the full performance Legislative Affairs Specialist, GS-0301-13 , you will:

Serve as liaison with members of Congress, congressional committees, and staff on a multitude of widely varying issues and concerns of the . Department of Energy (DOE); and on complex legislative/budget matters that impact the nature and level of operations of DOE programs. Communicate, advocate, and negotiate with congressional stakeholders on Administration and DOE views and programs, which are often highly sensitive and controversial. Ascertain issues, determines political environment and opinions, and prepare responses to inquiries on sensitive legislative activities. Coordinate with DOE staff and managers in gathering information, coordinating activities, establishing facts, evaluating data for pertinence and adequacy, and analyzing legislative initiatives and issues. Follow bills from inception through committee hearings, mark-ups, floor actions, and conference activities to final approval, analyzing developments, ascertaining appropriate DOE actions and reactions, and negotiating acceptance of recommendations with Departmental officials. Communicate daily with program officials on matters of concern (., congressional requests and inquiries, agency reports, and hearing statements) to DOE and Congress. Render determinations and recommendations about the propriety and timing of programmatic announcements about events and DOE initiatives that will have major legislative impact and interest.
