The Massachusetts Commission for the Blind (MCB) Vending Facilities Program, which operates under the federal Randolph-Sheppard Act, prepares legally blind individuals for a challenging and rewarding career in concession management. MCB is seeking a **_Vending Facilities Program Coordinator_** to assist with programmatic activities that promote, enhance, and contribute to the Program's success.

Reporting to the Vending Program Supervisor, we seek an outgoing individual who thrives in developing relationships with stakeholders and individuals at statewide vending sites. You are organized, proactive, personable, and programmatically driven, and you are comfortable collecting data and developing research reports that will help determine outcomes and evaluate the locations and facilities of potential vending stands.

**Duties and Responsibilities (these duties are a general summary and not all-inclusive)**:

- Identify and procure goods and services for the successful operation of approximately twenty(20) food vending stands across the Commonwealth, as well as identify new sites.
- Records, monitors, and evaluates all program and vendor financial activities promptly.
- Procure all equipment and supplies for vending locations through the agency's automated fiscal system.
- Identifies, procures, and trains operators on necessary adaptive equipment.
- Ascertains new stand build and refurbishment parameters via travel to potential vending sites statewide.
- Performs on-site vending location assessments to determine build and refurbishment requirements.
- Prepares and works with contracts unit staff on developing and implementing contracts for vending site construction, maintenance, and installation services.
- Develop and maintain professional relationships with site grantors through regular vending statewide site visits.
- Maintains inventory of all equipment purchased.
- Assists with planning and facilitating the Massachusetts Elected Committee of Blind Vendors (MECBV) meetings and annual meetings.
- Negotiates, drafts, edits, and finalizes operational permits between MCB and individual site grantors.
- Provide curriculum in all formats as requested, i.e., Braille.
- Compiles, analyzes, and enters all program expenditure information in an electronic database and creates the mandatory annual report

**Required Qualifications**
- A thorough knowledge of the Federal/State Vocational Rehabilitation Program and the principles of rehabilitation for the blind is required.
- Knowledge of standard business practices is necessary.
- Proficiency with disability-related issues.
- Knowledge of Federal and State laws and Regulations governing the functions of the Commission for the Blind.
- Ability to design and implement policy, program development, and evaluation processes.
- Proficient with interpreting statistical data correctly and drawing sound conclusions.

**Preferred Qualifications**:

- Ability to deal with sensitive, emotional, or potentially controversial interpersonal situations, which may entail working with others to overcome resistance and/or change behavior.
- Knowledge of consumer service delivery systems.
- Proficiency with disability-related issues.
- Knowledge of the Commission for the Blind mission, goals, objectives, services, and programs and capable of explaining the agency's vision, mission, and service policy position.
- Excellent Microsoft Office skills (Microsoft Excel, Word, and Outlook).
- Ability to maintain and expand unit databases.
- Proven communication & and negotiation skills.
- Strong scheduling and organizational capabilities.
- Knowledge of the methods of general report writing.

**Agency Mission**:
The Massachusetts Commission for the Blind (MCB) is the point of entry for vocational and social rehabilitation services for residents of the Commonwealth who are declared to be legally blind by an eye professional. Under a newly created category, MCB will expand service to qualifying individuals who have low vision with a progressive visual impairment. These services help individuals to work toward independence and full community participation.

**Qualifications**

**MINIMUM ENTRANCE REQUIREMENTS**:

- Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
