The Maine Department of Labor seeks a Director for the Bureau of Unemployment Compensation (BUC). The Director, in consultation with the Commissioner, provides strategic vision and operational policy and guidance for the Bureau to ensure that quality services are delivered to Maine worker and employer communities.

Strategic direction and broad authority are exercised over all functional areas, including Benefit Services, Employer Services, Administrative Hearings, and the Program Policy and Performance Divisions. Working with the bureau’s senior leadership team, the Director establishes agency objectives and strategies, ensures that goals, objectives, and strategies are met, and allocates the resources and budgets necessary for operating the unemployment compensation program. The Director is a member of the agency’s senior leadership staff, reporting to the Commissioner of Labor.

**_ Primary responsibilities include:_**
- Provides leadership and strategic direction for approximately 170 staff statewide.
- Manages an operational budget of approximately $30 million comprised of multiple federal and state funding streams.
- Directs and coordinates the operations of the Maine Unemployment Insurance program that pays benefits to unemployed workers, which are funded through the collection of employer-paid contributions.
- Oversees the health & stability of the Unemployment Insurance Trust Fund to ensure funds are available to pay current benefits, and maintains adequate reserves to remain solvent through economic recessions.
- Partners with the National and Regional U. S. Department of Labor staff to carry out the mission of the state & federal unemployment program mission and objectives.
- Advises Administration and Agency leadership on matters involving the unemployment compensation program and trust fund.
- Recommends legislative and regulatory changes to Maine Employment Security Law and Rules to improve accessibility and value of unemployment compensation program services to worker and employer communities, as well as to improve operational efficiency of the program.
- Analyzes the impact of proposed legislative changes on constituents and for compliance with federal oversight laws, as well as state operational impact, drafts and presents legislative testimony before legislative committees, carries out legislative studies and prepares legislative reports.
- Builds and maintains collaborative relationships with labor advocacy and employer representative groups to facilitate open communications needed to understanding constituent needs, resolving issues, and developing sound unemployment compensation policy and processes.- Partners with internal and external agency partners including WIOA regional partners, to coordinate and deliver quality and efficient services to Maine citizens and businesses.

**_Skills or knowledge required:_**
- Senior level management experience directing program operations and supervising a diverse team and staff.
- Ability to develop policy and set strategic direction for a program or group.
Knowledge of Federal Unemployment and State Employment Security laws, rules, and procedures (at Full Job Performance level) or similarly complex federal or state laws and regulations.
- Excellent communication skills, and the ability to connect with a wide range of audiences such as the public, constituents, legislators, stakeholders, agency leadership and a diverse staff.
- Demonstrated ability to consider varying inputs and options and to use sound judgement in decision-making.
- Critical and creative thinking ability to resolve complex issues and problems.
Organizational change management skills.
- Ability to quickly adapt and respond to changes impacting operations.
- Ability to plan and lead initiatives that include integration with numerous partners, third party vendors, and involve technological changes.
- Ability to engage and collaborate effectively with a wide variety of stakeholders, including colleagues, public officials, labor advocacy or business groups, legislators, and other interest groups.- Facilitation and effective interpersonal skills to successfully build consensus and problem-solve with individuals and stakeholder groups having differing perspectives and views.
