**Summary**:
This position will provide leadership and coordination of multiple Maintenance of Equipment (MofE) Department administration support needs and provide guidance to all 2200+ employees, and operational managers to address all compliance of FRA mandates (ie. SAFER, OSHA, DOT, etc.) In addition, the incumbent will be responsible for all aspects of MofE employee training and development requirements and mandated qualifications for represented and management positions as well as ensure compliance with safety training and CFR requirements. This position will be responsible for identifying CFR 219 covered work performed by affected employees as well as assisting as the department Random Testing Officer (RTO) for all 2200+ employees in the Maintenance of Equipment Department. The position will be required to strategically schedule training for 2200+ employees to support a 24-hour a day 7 day a week expanding operation while ensuring operational needs are met as well as address compliance of respective represented training and collective bargaining agreements. This position is responsible to address all related administrative functions concerning the coordination of training and development for newly hired craft and management employees and assure all FRA documents are completed and meet defined rules. This incumbent must be available as directed ie. afternoons/evenings/weekends/holidays as required.

**Responsibilities**

Responsibilities may include but are not limited to:

- Manage a systematic approach to identify employees performing Roadway Worker Protection covered tasks as addressed under CFR 219. Perform detailed weekly, and monthly analysis of possible covered employees utilizing data from existing operating systems, including, but not limited to SAFER, CTAMs work orders, Maximo, RWIC Attendance Sheets, etc., while communicating daily with operational
- managers as work are being performed. Coordinate monthly communication with the LIRR Medical Department of affected covered employees ranging from 50-to 300 employees.
- Identify and schedule training requirements for 2200+ employees. Review and interpret training requirements as defined in 9+ collective bargaining agreements on the basis of represented positions to meet the CFR/FRA OSHA DOT mandated requirements including, hours of service, ATC/PTC, and position qualifications. - employees prior to certification/refresher expirations to maintain all required compliance while equalizing the workforce without disruption to the operation.
- Provide leadership and direction to the Maintenance of Equipment (MofE) Department Manpower Payroll administrative staff to address the budgeting and costs associated with Training 2200+ employees. Audit to ensure accurate compensation of all employees in accordance with 9+ Collective Bargaining Agreements and respective training agreements.
- Manage the Random Testing, including CDL, Covered Service, CFR219 and discretionary testing. Assist with the scheduling of employees while ensuring all are properly notified and within the notification limitation requirements.
- Manage the employee Accident Reporting process for the MofE Department and ensure compliance of CFR mandated time limits as well as compliance of Corporate SAFE-005 administrative processes and workflows.
- Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary.
- Review direct reports and improve performance appraisals.

- Bachelor's degree in business, administration, accounting or related field of study and a minimum of 5 years of extensive experience administering and/or
- Must have knowledge of company and departmental policies and procedures and experience administering in a large union environment.
- Working knowledge of relevant FRNAAR rules and procedures.
- Must be able to demonstrate effective communication skills oral/written/interpersonal.
