Duties

The DAS provides executive oversight and policy direction to two domestic offices: the Office of Caribbean Affairs (WHA/CAR) and the Office of Haitian Affairs (WHA/HA) as well as manage the U.S. bilateral relations. The incumbent will advise the Assistant Secretary (A/S) and share knowledge regarding bureau policies, priorities, general thinking, and preferences in connection with policy and organizational matters as well as engage on the security of U.S. personnel and facilities abroad in coordination with Chiefs of Mission and relevant bureaus and offices in Washington.

**Specifically, the incumbent will execute the following**:
Provide policy guidance and leadership to the embassies and consulates in the Caribbean countries and advocates for U.S. Interests with the governments of the region and other foreign governments; represents the A/S and the Bureau in meetings with senior officials of the U.S. Government in policy discussions.
Develop strategies for gaining Congressional support for Administration policies toward the Caribbean to include Haiti based on solid working relationships in the Congress, and knowledgeable analysis of Congressional attitudes and actions. Considers new policy proposals and assesses their impact on the Administration, Congress, and the U.S. public. Acts as public advocate for Administration policies.
Maintain contacts with ambassadors and embassies in and outside of Washington, key international organizations, and with various non-governmental organizations both to explain our policy and to obtain input from knowledgeable sources. Maintains liaison with U.S. Ambassadors in the Caribbean, the NSC, DOD, and CIA.

**Qualifications**:
