**About the Role**

Responsible for refugee services job placement and performance of the employment program including supervision of employment staff, development of employment opportunities, monitoring, and meeting contract performance for all state and matching grant employment contracts.

**Main Responsibilities**
- Responsible for meeting Refugee Services job placement goals as established by direct supervisor.
- Supervise, coordinate, monitor and evaluate the employment program for Refugee Services.
- Make recommendations as to how the program can achieve job placement goals and implement the plan to benefit the clients.
- Work closely with Refugee Services staff to identify potential employers for eligible clients, connect refugees with employment opportunities and facilitate employment placement.
- Establish and maintain relationships with local employers. Train Refugee Services staff to establish relationships with employers.
- Interview refugee clients to determine possible barriers to employment and develop appropriate employment strategies for them and with them.
- Assist in the development of the pre-employment orientation curriculum and the preparation of written employment services procedures.
- Provide pre-employment orientation and counseling for clients as needed.
- Supervise and work with the Job Developers throughout the employment process, including the arrangement of job interviews for clients and provision of transportation to interviews as needed.
- Collaborate with Assistant Director for Client Service and Outreach and RCA/Match Grant Coordinator to coordinate employment activities.
- Develop and coordinate employment program staff training.
- Enter client information in Refugee Data Center (RDC) and Refugee Services Database (RMS) to monitor the monthly progress reports and track performance measures.
- Maintain a case file on each client in accordance with contract requirements and ensure compliance requirements for state and match grant employment contract.
- Work with the Refugee Services Deputy Director to ensure employment case files are ready for internal audit, as well as state and federal partner monitoring.
- Prepare and submit all reports to the state and federal agencies as required.
- Perform other duties as assigned by supervisor.

**Qualifications, Skills, and Experience**
- Bachelor’s degree is required. Master’s is preferred.
- At least two to three years of experience in a non-profit environment with job placements, recruiting, or similar.
- Fluency in one of the refugee languages (Arabic, Spanish, Swahili, Burmese, Bhutanese) is a plus.
- Must possess knowledge of the Houston job market.
- Advanced computer skills in Microsoft Office (Outlook, Word, and Excel).
- Advanced Internet search skills including website browsing and navigation.
- Strong written and verbal communication skills.
- Must be a self-motivated goal achiever with a high degree of independent judgment.
- Must have good customer service skills and ability to work well with others to achieve departmental goals.
- Must enjoy working with culturally and ethnically diverse staff, clients, and volunteers.
- Must be able to work a flexible schedule including some weekends.
- Must have an automobile, valid driver’s license, and automobile liability insurance.
