DutiesIncumbent is a direct report to the Executive Director and Deputy Director of the Office of Environment and Energy (AEE). He or she manages the programs and technical staff in the Noise Division (AEE-100). In that capacity he/she plans and directs the development, analysis, and preparation of recommendations for policies, regulations, programs, and projects related to monitoring, modeling, and mitigating the effects of aviation noise on the environment. Advises the Executive Director and Deputy Director of Environment and Energy and the Assistant Administrator for Policy, International Affairs, and Environment on the content and adequacy of policy and regulation related to aviation noise. Advises and supports the Executive Director, Deputy Director, and Chief Scientific and Technical Advisor for Environment and Energy regarding the development and administration of aviation noise long-range objectives and priorities for research and development, programs, and special studies to advance the understanding of aviation noise impacts.Represents the Office of Environment and Energy, and the FAA at meetings and working groups at senior levels of industry and government, including presenting or defending FAA and U.S. national policies and regulations on aviation noise. Coordinates with other offices throughout the FAA that have aviation noise equities. Serves as a representative at international venues, including the International Civil Aviation Organization (ICAO), in order to further the development of international standards and recommended practices governing the noise certification of aircraft and other measures for the mitigation of aircraft noise. Provides leadership and support on critical aviation noise initiatives, plans, policies, and programs important to the overall success of FAA and operation of the national airspace system.Manages overall administrative operations of the Noise Division to include: setting priorities and planning work for accomplishment by subordinate employees; evaluating subordinate employees performance; approving employees leave; and identifying budget and staffing requirements.Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.Individual and organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision.Requirements Conditions of EmploymentUS Citizenship is required.Selective Service Registration is required for males born after 12/31/1959.Designated or Random Drug Testing required.Travel Required: Occasionally (Domestic Only) QualificationsTo qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
