The Parent-Child Assistance Program (PCAP) is a three-year case management intervention serving at-risk pregnant and parenting mothers with alcohol and/or drug use disorders and their families. A Case Management Supervisor is needed for Tulsa. The Case Management Supervisor will direct their PCAP site and carry a caseload. In addition to providing supervision, the Case Management Supervisor will coordinate client care with community service providers, oversee protocol implementation, engage in program evaluation activities, and participate in report writing.

Responsibilities:

Supervisory Duties: The Case Management Supervisor will oversee 3 case managers in Oklahoma City and 2 case managers in Enid, who will serve at least 90 enrolled at-risk clients and their families.
  • Responsible for strategic program development, implementation and administration.
  • Interpreting policies and procedures, and supervision of case management.
  • Provide weekly individual supervision with each case manager to review cases, make recommendations, provide guidance and support, document progress, and monitor data collection and case notes.
  • Hold weekly staff meetings including client staffing, training, and administrative issues.
  • Monitor case management, program evaluation, and conduct quarterly chart file audits.
  • Direct and plan for needs assessment of client groups.
  • Arrange for ongoing staff training opportunities to enhance job performance and improve staff retention.
  • Participate in making personnel decisions involving the selection of project staff, recommend hiring, dismissals, disciplining actions, and position allocations.
  • Collaborate and communicate regularly with staff at the other PCAP site and project evaluation team at the University of Oklahoma.
  • Serve on various committees and represent the unit to public and client groups.
  • Develop unit goals and objectives.
Case Management Duties:
  • Perform case management activities according to PCAP policies and procedures in a highly confidential and professional manner
  • Manage a caseload of up to 10 clients/families and conduct home visits with each client approximately twice per month according to the PCAP model
  • Assist clients in setting goals based on their individual needs assessments and in identifying steps to achieve their goals, monitor progress
  • Identify high-quality community providers and agencies whose services are relevant to client needs
  • Provide outreach services to engage and connect clients with community agencies that will help meet their needs and goals
  • Transport clients to important appointments in support of their goals, if needed
  • Administer assessment instruments dealing with extremely sensitive and confidential information, according to PCAP policies and procedures
  • Enter client information into a secure online platform
  • Coordinate scheduling and attend case consultation meetings and appointments with community providers with whom clients are involved
  • Maintain regular contact with clients networks of service providers
  • Provide housing support/case management services and documentation as required for housing subcontracts and working agreements
  • Attend and participate in weekly individual supervision with the site Case Management Supervisor to discuss client needs, goals, and issues
  • Participate in weekly staff meetings with the local PCAP team to evaluate client and program progress
  • Provide outreach services to locate missing clients and engage them with the program
  • Participate in required training
  • Obtain and maintain current CPR, Infant CPR, and First Aid Certification; Contribute to report writing, training, and presentations as needed; and other duties as assigned
Community Leadership: Maintain a leadership profile in the community as a representative of the successful PCAP intervention model. Interact collaboratively with other community providers and projects to promote the health and well-being of at-risk mothers and their families, improve services, and resolve service barriers. Participate in relevant community task forces and committees. Represent and promote the PCAP study with community partners.

Collaboration with Research Component: Collaborate closely with the research team collecting evaluation data to ensure timely and accurate data submission. Assist in research and evaluation tasks as assigned and maintain confidentiality of all data. Participate in research and evaluation trainings as necessary for close collaboration with the research team and staff.

Contracts and Policies: Comply with PCAP contracts and all relevant state policies.

PCAP Team Collaboration: Maintain close, ongoing interaction with the Oklahoma state PCAP team, including the program director, program evaluator, principal investigators, and others involved in the Oklahoma PCAP program. Collaborate to implement and maintain core components, intervention strategies, protocols, administrative procedures, and research/evaluation methods.

Position Complexities:
The most demanding aspect of this position is providing frequent support and supervision to the case managers so they can provide the best case management possible to their clients, who are often in vulnerable circumstances. Additionally, the position requires the ability to collaborate effectively with community agencies, prioritize multiple responsibilities and meet deadlines, and use highly developed organizational and communication skills to make independent decisions and resolve complex problems. To help meet these demands, the site Case Management Supervisor will work closely with the rest of the Oklahoma PCAP team on a regular basis to review evaluation, and administrative components of the program. A significant amount of required training will be provided, including but not limited to, training on the PCAP model and delivery, identification of child abuse and neglect, mandatory reporting specific to drug-endangered children, infant and child mental health, and Plans of Safe Care.

Essential Duties:
  • Responsible for strategic program development, implementation, and administration.
  • Monitoring case management, program evaluation, and development of long-range plans.
  • Serve on various committees and represent the unit to public and client groups.
  • Directs and plans for needs assessment of client groups.
  • Develop unit goals and objectives.
  • Performs various duties as needed to successfully fulfill the function of the position.
The position will be located in the Tulsa area.

Job Location
Required Education and Experience: Masters's Degree, AND: 36 months of program administration or related experience. Equivalency/Substitution: Will accept 72 months of related experience in lieu of the master's degree for a total of 108 months of related experience
