About the Department:

North Carolina State University is the lead university of a $39.4 million award from the Department of Defense to establish the regional Microelectronics Commons regional innovation hub, Commercial Leap Ahead for Wide Bandgap Semiconductors ( CLAWS ). This initiative, part of the larger $238 million investment through the Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act, aims to revolutionize the field of wide bandgap semiconductors.
Hub leadership is dedicated to the "lab to fab" journey-translating laboratory advancements into fabrication capabilities for wide bandgap semiconductors. The hub brings together a dynamic partnership with N.C. A&T State University and industry leaders, including MACOM, Coherent Corp., General Electric, Bluglass, Adroit Materials, and Kyma Technologies, Inc. This collaborative effort will propel the development of semiconductors crucial for national defense, electric vehicles, power grid technologies, 5G/6G, quantum technologies, and artificial intelligence applications.

Essential Job Duties:

The CLAWS Education and Workforce Development Program Manager will lead the Workforce Development (WFD) component of the CLAWS Hub, representing it to internal and external stakeholders, sharing best practices, and developing metrics in consultation with CLAWS leadership. Responsibilities extend to the administration of the Workforce Development Group (WDG), involving coordination of meetings, communications, and diversifying participation through active engagement with various partners. The position also entails coordinating a Cohort Model to identify and support students interested in microelectronics careers, implementing CLAWS training programs, and managing data for annual reports.

  • Program Leadership
    • Represent the Workforce Development (WFD) component of CLAWS to a broad range of internal and external constituents
    • Learn and share best practices in WFD activities and strategies with other ME Commons Hubs
    • Develop target metrics for all WFD activities based upon consultation with CLAWS leadership, partners, and other critical stakeholders
    • Develop plans and execute workshops, seminars, and short courses that are aligned with the interests of CLAWS and in support of training a diverse and evolving workforce in microelectronics and wide bandgap semiconductors by collaborating with CLAWS faculty, staff, partners, and other interested participants
    • Enhance engagement and collaboration with the DoD SMART Fellowship program by promoting the program to qualified applicants, reaching out to award recipients with opportunities to engage in CLAWS, and serving as first point of contact for ensuing interactions

Administration of the Workforce Development Group (WDG)
  • Coordinate the WDG constitution, meetings, and communications by working with CLAWS leadership and partner representatives
  • Build diversification of participation by working actively with HBCUs, MSIs, and other potential future partners and CLAWS current WFD partner, NC A&T State University
Coordination of Cohort Model
  • Develop a model for identifying, tracking, and supporting students from the middle to high school levels who are potentially interested in careers in microelectronics in order to facilitate their progress and opportunities, in support of a future microelectronics workforce
  • Create timelines and execution plans for all CLAWS summer and academic-year training programs including but not limited to undergraduate, graduate student, teacher, instructor-serving programs
  • Execute all CLAWS summer and academic-year training and research programs, which includes but is not limited to such activities as rigorous and comprehensive recruitment, creation and management of programmatic activities in support of the participants and their interactions with one another and CLAWS faculty and staff, overseeing selection of students in collaboration with Hub participants, and creating and administering an evaluation tool to assess impacts and progress and their changes over time.
  • Support efforts in CLAWS to add degree programs, certificates, or other academic initiatives that cater to students interested in wide bandgap semiconductors
Program Management
  • Record data and other information about the Hub. Evaluate this data and make appropriate decisions and recommendations based on that information and assessment. On a yearly basis, use data and information to create the Hub annual reports for governing bodies including the DOD STEM professionals.
  • Implement data collection strategies for user assessment that are designed by Hub leadership, including using diverse media and interacting with diverse stakeholders in collection of such data.
  • Defend program goals, objectives, and performance before governing bodies including the Hub leadership, advisory board, and the DOD.
  • Provide administrative tasks as necessary in support of WFD activities in the Hub.
Communication
  • Communicate with external and internal stakeholders on behalf of the Hub, including dissemination of information, soliciting feedback and input, and scheduling and organizing advisory board meetings.
  • Develop communications and marketing materials that include both detailed scientific and technical information as well as are made appealing to the public and businesses.

Require post-baccalaureate credentials or a bachelor's degree plus alternative or equivalent professional training and experience may be substituted for the advanced degree on an exceptional basis.
