BACKGROUND

This position is located in and reports to the Deputy Chief of Staff to the Mayor in the Executive Office of the Mayor (EOM). The Associate Director of Budget and Performance advises the Deputy Chief of Staff and Chief of Staff on all budget, finance, and performance management issues. The Associate Director is responsible for researching, developing, analyzing, tracking, aligning, and making recommendations on all aspects of education- and workforce-related budget and performance items for EOM and the offices and agencies within EOM. The Associate Director serves as the primary liaison for EOM with the Office of Budget and Performance Management (OBPM) within the Office of the City Administrator (OCA) and the Office of the Chief Financial Officer (OCFO).

MAJOR DUTIES AND RESPONSIBILITIES

  • Advising the Deputy Chief of Staff on all matters related to budget and performance management.
  • Working closely with EOM cluster agencies, public charter schools, PCSB, DCPL, and UDC on all budget and performance matters.
  • Serving as a key member of the Deputy Chief of Staff's core team and advisory staff; participating in the recommendation and formulation of policies and strategies on agencies’ budgets and performance management.
  • Working with relevant staff at EOM cluster agencies and the Deputy Chief of Staff to develop, align, track, and report on performance plans, including agencies’ Key Performance Indicators (KPIs) and Workload Measures, in order to link to, track, evaluate, and recommend budget decisions.
  • Developing and tracking the EOM agency’s budget and performance plan in coordination with cluster directors.
  • Preparing the Chief of Staff and Deputy Chief of Staff for Council budget and performance hearings related to budget and performance.
  • Working closely with various offices including OBPM, OPLA, and OCFO on budget and performance matters affecting the EOM and cluster agencies.
  • Training and managing EOM staff to provide budget and performance support to the EOM and cluster agencies, including the presentation of data and policy recommendations regarding budget and performance management to the DCOS.
  • Monitoring and tracking budget and performance processes related to the EOM cluster.
  • Completing and tracking performance measures and goals via a weekly report to DCOS.
  • Performing other related duties as assigned.

  • Mastery of and skill in problem-solving, negotiation strategies, and project management.
  • Demonstrated ability to effectively communicate orally and in written format with various executive management levels of District government. Strong interpersonal skills.
  • Mastery knowledge of the budget and performance processes of the District of Columbia.
  • Demonstrated experience in providing leadership, guidance, and direction in a managerial/supervisory capacity, and in a team-based environment.

SPECIAL REQUIREMENTS

  • Graduate from an accredited college or university with a bachelor’s degree in public or business administration, public policy, financial management, or a closely related field.
  • A minimum of three (3) years of directly related work experience; OR an equivalent combination of education and/or experience which exhibits the ability to perform satisfactorily in the position.
  • Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.
RESIDENCY REQUIREMENT

There is a legal requirement that each new appointee to the Excepted or Executive Service either:

  1. be a District of Columbia resident at the time of appointment; or
  2. become a District resident within one hundred eighty (180) days of appointment.

The law also requires that Excepted Service employees remain District residents during the duration of the individual’s appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
