SUMMARY:

The Foreman, Industrial Mechanical - NCDL is responsible for exercising technical and administrative supervision over the work activities of employees engaged in testing, troubleshooting, corrective, predictive and preventive maintenance, fabricating, installing, modifying, and responding to a variety of complex mechanical equipment and system issues. Responsible for the quantity and quality of the work done, and for assuring efficient and economical work operations.

ESSENTIAL FUNCTIONS:
  • Plans and directs work assignments to maximize effectiveness and efficiency of mechanical shop employees. Provides supervision for the activities of employees in the Mechanic I and Mechanic II, Industrial Process Systems positions. Solves problems related to the work supervised.
  • Works with managers, planners, other groups/crafts and contractors to ensure safe, quality and efficient, effective maintenance execution is achieved.
  • Ensures that all parts and materials for the shop are received on a timely basis; Identifies and tracks critical spare parts and maintains inventory of asset parts, service manuals and relevant equipment and as-built drawings.
  • Coordinates with Drinking Water Cross Connection Supervisor for maintenance and troubleshooting tasks as needed for life safety backflow prevention devices.
  • Coordinates and facilitates deployment and operation of emergency and stand-by equipment including portable pumping units.
  • Utilizes MAXIMO CMMS and displays proficiency in using system to support a proactive maintenance program focused on minimizing downtime of assets. Performs MAXIMO data entry and work order close-out in a thorough and timely fashion.
  • Orders parts and materials through Materials Management Systems, as well as, establishes minimum parts levels and availability for shop stock, frequently utilized items, and long lead time items.
  • Interfaces with construction activities, capital design projects and actively participates in the commissioning and acceptance of new mechanical equipment and systems, as well as, provides verification of SCADA inputs for system operation.
  • Works with planners to integrate new mechanical assets into MAXIMO CMMS and assists with the development of job plans for assets in area of responsibility.
  • Reviews procedures, manual and training relevant to new installations and equipment and assists in the revisions of Operation & Maintenance Manuals and Standard Operating Procedures as needed, as well as, provides feedback as facilities and/or equipment is being designed or specified.
  • Maintains and updates PPE requirements, Lock-Out-Tag-Out and confined space procedures for the area of responsibility in accordance with local and federal laws and regulations and the Authority's policies and procedures.
  • Performs QA/QC reviews of mechanical equipment and system performance, summarizes information and data; identifies inaccuracies or anomalies in the information; and makes written recommendations to resolve issues.
  • Conducts QA/QC reviews of CMMS data; including review of corrective, predictive, and preventive maintenance practices, and creates written presentations of findings, forecasts, and recommended improvements.
  • Operates Authority vehicles as an essential function of the position. Maintains vehicles and/or equipment in a clean and orderly manner. Reports any operating deficiencies to the appropriate Authority personnel.
  • Complies with rules and regulations related to safety and other work related policies and procedures of the Authority; keeps up to date with all changing/emerging regulations related to DC Water facilities.
  • Performs other related duties and projects as assigned at the discretion of the immediate supervisor.
Supervisory Responsibilities: Supervises employees; makes work assignments, set priorities, interprets work orders, etc. Establishes work performance standards, prepares written performance evaluations, and monitors employee code of conduct; recommends promotions, terminations, reassignments, disciplinary and other personnel actions. Determines training needs and approves and schedules leave. Ensures that workers complete projects or assignments in a thorough and responsible manner.

Key Working Relationships: Interacts with internal and external customers to the department and throughout the Authority including contractors, and consultants.

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.
  • High School diploma or General Educational Development (GED) certificate and five years or an Associate's Degree in Industrial Mechanics and four (4) years of recent and relevant progressive experience directly associated with installing, repairing and maintaining mechanical components, equipment and systems as a Mechanic at an Industrial Process, Water or Wastewater Facility.
  • Must possess and maintain current a valid Motor Vehicle Operating License.
  • Must possess and maintain current the Authority's certification as a Backflow Prevention Assembly Tester.
  • Comprehensive knowledge of mechanical and hydraulic principles related to complex multi-component assembles and devices.
  • Demonstrated ability to use a wide variety tools and equipment to diagnose and correct equipment and system problems; and ability to operate a variety of lifting equipment.
  • Must have knowledge of pertinent guidelines, rules and regulations related to electrical safety and OSHA.
  • Knowledge and skill in reading and interpreting drawings, schematics and blueprints.
  • Must obtain Authority-sponsored Safety Trained Supervisor Certification.
  • Exceptional oral and written communication skills and abilities.
  • Excellent leadership and interpersonal skills.
  • Intermediate skills utilizing standard office management systems, including computers, scanners, copiers, and software for word processing, spreadsheets, databases, presentations, project management, and internet-based software applications.
